EFCA intends to conclude a multiple framework contract with maximum 2 successful tenderers under this call for tender. The objective of the framework contract is the provision of IT services including software development. This description covers what is required at this moment in time by EFCA; however, these services must follow the normal technological evolution.
EFCA intends to issue individual and successive specific contracts over the period of validity of the framework contract as indicated in article I.4.3. of the framework contract (Annex A) and in Annex J, Ordering process. The specific contracts shall take the form of one of following the documents:
(a) specific contracts (types of specific contracts can be: time and means, quoted time and means or fixed price contracts); or
(b) order forms.
The successful tenderer must apply current national social-legislation provisions to his personnel providing services under the contract. The successful tenderer undertakes to apply all legislative and regulatory provisions in force locally in the area of social and health security, pension contributions and employment and tax legislation. The provision of the described services shall in no way lead to an employment relationship with EFCA. Consequently, the staff regulations of officials of the European Communities and conditions of employment of other servants shall not apply to the contractor’s personnel. See also art.
