Services of the award and construction management for the TGA (according to service phases 6-9 HOAI) as part of the renovation of the listed Stadthalle Braunschweig.
The city of Braunschweig, represented by Struktur-Förderung Braunschweig GmbH, is planning an extensive renovation of the building fabric and technical building equipment of the Braunschweig City Hall, which was built in 1965.
In 2017, a comprehensive determination of the need for refurbishment was carried out on the basis of an as-built analysis by the engineering firm iwb, Braunschweig. The investigation essentially highlighted the following points:
Architecture, load-bearing structure, fire protection, technical building equipment, electrical engineering, event technology, pollutants, acoustics/sound insulation, evacuation and thermal building physics.
The analysis of the existing building has shown that the entire existing technical building equipment needs to be replaced, as some of it dates back to the time of the construction of the town hall. Based on the as-built analysis, a design plan was developed by the engineering firm iwb as the responsible general planner.
From the current point of view, a critical review and adjustment of the approval planning in the following areas is considered useful by the client and examined by the planners:
• Review of safety and fire protection relevant issues against the background of monument preservation restrictions, such as the current solution of evacuating the Great Hall and the foyer below the staircases on the left and right
• Inspection and revision of the break-out rooms on level E2 of the current restaurant according to the operator's requirements (demolition, supports, etc. necessary)
• Examination of possible relocation of the currently planned position of the sprinkler tank under the west façade of the building
• Rainwater drainage of the roof, façade and adjacent outdoor surfaces
•Lightning
• Design of photovoltaic system
• Coordination with stage and media technology in parts (stage technology is assigned separately)
For these points, variants are proposed by the planners from an economic and sustainable point of view and presented in terms of planning and costs. These decision documents are discussed with the client in order to determine whether or not they will be included in the planning with the necessary effects.
From the current point of view, an adjustment of the approval planning in the following areas is considered imperative:
• Integration of regenerative concepts for energy generation with a focus on sustainable operation
• Integration of areas that have not yet been worked on into the planning, such as the area of the hall kitchen
• Renovation of the roof structure, taking into account the load-bearing capacity, installation of regenerative technical systems, possible retention areas and monument protection concerns
• Optimized solution proposals for detailed solutions in accordance with the requirements of historical monuments, such as façade connections, integration of existing handles into escape doors, acoustic upgrading of wall panels, thermal issues, etc.
• Optimization of collisions and dimensioning of the MEP trades
Since the entire planning is subject to the restrictions of monument protection, a special focus is placed on the constant optimisation of contemporary use in favour of the listed substance during the renovation of the town hall. As part of the renovation, the key to long-term sustainable operation of the building as an economically oriented venue is the optimal balance of state-of-the-art technical building equipment, preservation of the listed identity and the integration of good solutions in the execution.
The task of the contractor is to put out to tender the solutions developed by the design team, to award them, taking into account the requirements of the Public Procurement Ordinance, and to supervise the production on the construction site. The final documentation and support of the warranty is also part of the service. The services are based on the performance profile of the HOAI, LPH 6, 7, 8 and 9.
Due to the complexity of the construction task, the employer would like the construction management to join the project team at an early stage.
The following points are very likely to become part of the project:
• The tender is carried out in individual and package awards.
• A need for coordination with the requirements of the operator will continue from planning to tendering and construction management.
• Since the technical trades in the town hall have a high priority, but have to subordinate themselves to the requirements of monument protection as "not visible", the construction management must be carried out with great flexibility and willingness to coordinate.
• At the beginning of the project, an extensive remediation of pollutants must be carried out.
• Right next to the town hall runs a main route for district heating, which must be secured.
• Extensive sampling processes are expected from the monument protection authority.
• It is to be expected that during the construction period, a construction site will be set up on the adjacent "parking deck" area of the property for the construction of a congress hotel with underground parking.
• There will be parallel offices for tendering, awarding and construction management of building construction and outdoor facilities.
• There will be an extensive commissioning process in which the operator will also be involved.
• All planners are prepared for the fact that there will be planning processes during construction.
