Transformation plan district heating of Stadtwerke Halle (Saale) - Lot 2: Portfolio modelling and simulation

As part of the "Federal Funding for Efficient Heating Networks" (BEW), a concrete decarbonisation path for district heating in Halle is to be developed with the help of a heat transformation plan (WTP) in order to achieve greenhouse gas neutrality in heat supply by 2045. The potentials of a decarbonised district heating supply in the Halle (Saale) area are to be analysed and demonstrated and supported by the necessary measures on the basis of future development paths. Based on this, an adequate district heating target network must be developed. EVH GmbH strives to develop resilient strategies that set the path until 2045 and advance and enable the implementation of innovative and sustainable projects.

The task for this subproject includes portfolio modelling and plant deployment simulation as part of the creation of the transformation plan for the district heating network of EVH GmbH. The aim is to determine the cost-optimal composition of the generation portfolio for the respective support years with their framework conditions in order to achieve the emission reduction targets. Basically, based on the current power plant fleet, the optimal path to climate neutrality should be sought and demonstrated by analyzing possible technologies and plants with regard to their costs and benefits and portfolio effects and deriving meaningful investment dates. In a first step, the current plant park is to be modelled on the basis of the as-is analysis in order to build a model for the integration of additional generation technologies/storage systems on the way to climate neutrality. A basic portfolio model for annual use optimization is to be developed and tested, which maps all heat recovery technologies available until 2045. For the portfolio simulation of the base year 2023 and the base years 2027/30/35/40 and 2045, the respective year-specific input data will be provided by EVH or the external service provider for the preparation of the heat transformation plan as well as the necessary documents and information on market conditions and restrictions.
