The procurement system of the Central Uusimaa welfare area TKIO (hereafter the procurement system) constitutes a key part of the procurement unit's research, development, innovation, and skills development activities and serves as a procurement platform. It establishes the framework for a collaborative model regulated by contracts between the purchaser and research, development, and innovation partners. The services to be procured in the procurement system aim to produce effective research knowledge, development services, and innovations as a basis for the purchaser's development activities and management.
The procurement system is divided into the following categories:

Category 2 Development of Service Systems
Category 3 Project Services
Category 4 Strategic Development
Category 5 Scientific Communities
In addition, the subject of procurement includes piloting and experimentation services as well as continuous development and management services for the purchaser's use. The subject of procurement and the operations of the procurement system are described in more detail in the annex "Principles of the TKIO Dynamic Procurement System."
The minimum requirements for each category and the expertise requirements for applicants during the establishment phase are described in more detail in this participation request. The purchaser defines the specific subject and requirements of the procurement tenders within each internal procurement request in the procurement system.
The procurement system is valid until 31.10.2029, during which time internal tender competitions of the procurement system will be conducted. The purchaser may extend the validity of the procurement system with a new procurement announcement. Suppliers can apply for the procurement system during the establishment phase and later during its validity period by submitting a participation application in accordance with the participation request.
The procurement process is two-phased. To submit tenders, a supplier must first submit a participation application and be accepted into the procurement system. Thereafter, the supplier can submit tenders in response to the tender request sent by the procurement unit. The procurement unit will carry out internal competitions in the procurement system as needed.
Participation applications can be submitted to the dynamic procurement system throughout its duration. All applicants who meet the eligibility requirements will be included in the dynamic procurement system. Actual procurements will be made through internal competitions of the dynamic procurement system, which specify and detail the subject of procurement. Suppliers cannot participate in internal tender competitions of the DPS unless they have been approved in the procurement system.
Submitting a participation application and being accepted into the procurement system does not obligate the supplier to submit a tender, as suppliers can choose to submit tenders at their discretion.
The procurement unit estimates the value of planned procurements subject to the dynamic procurement system at the time of the publication of the participation request to be €5.6 million excluding VAT, taking into account all possible procurements made within the system. This estimate is preliminary and based on the currently known procurement needs. The procurement unit does not commit to any procurement volumes or minimum purchase obligations with this announcement.
LOT-0001
Category 1 Innovation Services.
Category 1 Innovation Services include the production of innovations and future research. The purpose of the innovation services is to provide the purchaser with innovative solutions and new methods for organizing and producing services effectively. Innovations may also aim to anticipate the demand for services and the need for content changes.
Innovations include, for example, digital operational models, solutions related to the innovative utilization of technology, or the use of robotics and artificial intelligence in social and healthcare services. Core aspects of innovation include considerations of customer experience, quality, effectiveness, and cost. Innovations may also relate to operational monitoring models, result measurement, or strategic work. The result of an innovation may also be a marketable product or service.
Category 1 Innovation Services also include:
Piloting and experimentation services, which aim to test new innovations and services generated from assignments or other collaboration in practice.
Continuous development and management, which aims to implement new or restructured services, systems, or operations resulting from assignments, ensuring that continuous development is part of service production or other activities of the purchaser.

LOT-0002
Category 2 Development of Service Systems.
Category 2 Development of Service Systems is an expert service aimed at developing services, service processes, service networks, and service systems.
Development of service systems includes collecting and analyzing information about the current state and needs and the effectiveness of the services. This information is utilized in development activities.
The development of service systems may involve producing various methods and tools tailored to the purchaser's needs to support the implementation of changes. The service may also include realizing stakeholder participation, for example, through service design or similar means. Development of service systems may also encompass coaching services aimed at supporting the purchaser in development activities and stabilizing results.
Category 2 Development of Service Systems also includes:
- Piloting and experimentation services aimed at testing new innovations and services generated from assignments or other collaboration in practice.
- Continuous development and management, aimed at implementing new or restructured services, systems, or operations resulting from assignments, ensuring that continuous development is part of service production or other activities of the purchaser.

LOT-0003
Category 3 Project Services.
Category 3 Project Services involve managing the complete project process related to the purchaser's research, development, and innovation activities. Project services include project planning services, project management services, and project team services.
Category 3 Project Services also include:
- Piloting and experimentation services aimed at testing new innovations and services generated from assignments or other collaboration in practice.
- Continuous development and management, aimed at implementing new or restructured services, systems, or operations resulting from assignments ensuring that continuous development is part of service production or other activities of the purchaser.

LOT-0004
Category 4 Strategic Development.
Category 4 Strategic Development consulting is an expert service aimed at enabling comprehensive support for development activities and change management from the perspectives of governance and service production.
Strategic development consulting provides diverse and comprehensive information, expertise, and insights into the development of social and healthcare services and extensive integration projects. Consulting offers expert knowledge to enhance the effectiveness, customer-centeredness, and quality of social services, health services, and specialized medical care innovation and development activities, as well as the design, analysis, and implementation of new operational models and processes.
Expert services in strategic development consulting include diverse expertise in improving the effectiveness and productivity of social and healthcare services, financing systems, enhancing service accessibility, designing service systems and networks, developing capabilities for data-driven management, and anticipating the future.
Strategic development may also include service production governance services, which can achieve significant cost savings by systematically and purposefully directing service production and the supplier field in accordance with procurement contracts. Service production governance services can also help the procurement unit find consistent and replicable operational processes for managing service providers to enhance the effectiveness, customer satisfaction, quality, and cost-efficiency of services.
Category 4 Strategic Development also includes:

- Continuous development and management, aimed at implementing new or restructured services, systems, or operations resulting from assignments, ensuring that continuous development is part of service production or other activities of the purchaser.

LOT-0005
Category 5 Scientific Communities.
For Category 5 Scientific Communities, the procurement system serves as a collaboration platform and procurement channel towards scientific communities such as universities, colleges, educational institutions, competence centers, and research institutes. The services purchased from scientific communities may include services considered scientific activities, the content of which complements projects carried out within the framework of TKIO collaboration. Scientific activities may include any research activities and services related to the subject of the procurement system, but in these services, the scientific and research perspective is always emphasized.
Services and research activities may yield benefits that extend beyond the operations of the procurement unit. The services purchased from scientific communities may also include research and development services from which the benefit is exclusively used in the operations of the procurement unit, which will fully reimburse the performed service. The nature of the service will be detailed in each internal tender competition of the procurement system.
Services from scientific communities may also be ordered directly without internal competition of the procurement system, provided the conditions for the research and development service exemption under the procurement law (Section 9(1)(13)) are met.
Category 5 Scientific Communities also includes:
