A joint facilities management contract across the Norfolk and Suffolk police authorities geographic areas.
The services to be provided in the contract will be across multiple sites covering approximately 3 500 square miles including the Suffolk headquarters site and a range of operational and non operational police premises of varying size totalling approximately 120 locations. The Norfolk constabulary operations communications centre Wymondham site and 6 police investigation centres across both counties are not included in this requirement as they are subject to PFI arrangements.
Each authority will over the timeframe of this contract be looking at reducing their respective estate and consolidate functions in fewer premises at the same time as reducing expenditure in accordance with their budget reductions of approximately 20 %.
The range of services required include building cleaning, reactive cleaning (eg crime scenes, soiled vehicle interiors), window cleaning, grounds maintenance, caretaking, laundry management, pest control and waste disposal of varying types and requirements. A service desk will be required to facilitate contact in relation to service delivery and to provide client reporting to the Authorities representative.
Currently Norfolk Constabulary has a Facilities Management Contract that includes all of these elements whilst those for Suffolk constabulary are provided through a number of contracts, other agreements and directly employed staff. It is expected that TUPE will apply to this contract.
