The present project is a defense and security contract. It is subject to the negotiated procedure in accordance with the provisions of Articles L2324-1, L2324-3, R2324-1, R2324-3, R2361-1, R2361-8 to R2361-12 of the Public Procurement Code (Code de la commande publique - CCP). In accordance with Articles L2325-1 1°, R2362-1 to R2362-8 of the CCP, this is a framework agreement resulting in the conclusion of subsequent contracts and orders.

The framework agreement is single-awarded. Its validity period is 5 years. The maximum amount indicated in sections 2 and 5 below is exclusive of taxes.

The contract concerns the maintenance of the operational status of the rotating sets of the air conditioning and servicing facilities of DGA Propulsion Tests. The objectives of the operation are to ensure the sustainability of these facilities by carrying out preventive and corrective maintenance operations and to have a stock of strategic spare parts necessary for performing maintenance operations to reduce equipment downtime.
- The Ex1 installation consists of 4 Sulzer compressors with a unit power of 8.2 MW used solely for extracting air from engine test benches. For unit EX1, these maintenance operations include refurbishing the stators of one compressor, maintaining a gearbox of a line shaft, refurbishing the control cylinders of the stator blades of a line shaft, maintaining a turner reducer of a line shaft, revising the lubrication circuit, refurbishing a rotor, and refurbishing the stator and rotor blades.
- The BBO is a Brown Bovery air conditioning installation. It consists of 2 independent rotating sets, electrically powered by identical motors from the manufacturer Oerlikon with a power of 7 MW. For unit BBO, the framework agreement project foresees maintenance of the lubrication and control circuit.
- The Fast unit consists notably of a gec alstom 3-stage centrifugal compressor with a power of 5.4 MW that provides service air to the various altitude simulation benches. For the FAST unit, maintenance operations include the upkeep of the gearbox and maintenance of the compressor.
- The Sofrair unit consists of a 4-stage centrifugal compressor driven by an electric motor by SIEMENS with a power of 5.2 MW. For the Sofrair unit, a major overhaul of the installation will have to be carried out.
- The BP Installation is composed of two twin units called BU1 and BU2. For the BP installation, the framework agreement project provides ....
The framework agreement project also includes the supply of spare parts for the 5 installations. This will include, notably, the following categories:
- parts for rotor blades,
- parts for the stator and rotor blades,
- parts for the control cylinders of the blades,
- parts for gearboxes, turners, lubrication circuits,
- specific tools.
Finally, the framework agreement project includes services and supplies outside the scope that will be the subject of subsequent contracts. These services include, among other things, corrective maintenance operations, reviewing and inspecting spare parts within the scope, or specific interventions such as reverse engineering of components within the scope.
