Description:
Designation of a security company

The contract concerns the designation of a company to guard the building occupied by Brusafe.

The successful tenderer therefore provides a security guard mission through the permanent provision of qualified personnel who must ensure the protection of the facilities referred to above, the goods they contain, the people who work there as well as that of the people who circulate there as users.

3.5.1 GUARDING

Its tasks:

• Opening and closing access to the building;

• Reception of visitors, delivery persons, couriers,... (registration procedure and traffic control, register of entries and exits, communication of useful information...);

• Hotline

• Management of access keys and badges;

• Use and control of GENETEC access software;

• Receiving incoming mail and parcels;

• Management of access to the various car parks;

• Intervention in the event of intrusions and warning of the competent services;

• Service to occupants;

• Updating the signage and documentation available at the reception desk;

• Static guarding of the building (including surveillance and controls of and via technical security installations);

• Control via cameras and viewing recordings as needed;

• Punctual help/assistance during events on the site;

• Guarding including day, week and weekend rounds;

• Check the access of staff members;

• Open, close and control the closing of building exits and car parks;

• Prevention, in general, of risks;

• Activity reporting;

The missions will mainly take place from the reception station.

The custodian must be reachable at any time during service hours and must be able to contact representatives of the contracting authority.

To do this, the successful tenderer provides transceivers and a fixed telephone set every day of services.

The services will be performed 24 hours a day, 7 days a week.

It is currently considered that it will be necessary to carry out 2 rounds/day, this number potentially being revised downwards or upwards. Only the managing officer or the facility manager will be able to set the frequency, parameters and rules of these rounds.

3.5.2 COMPLEMENTARY CARETAKING

The contracting authority reserves the right to call back and/or provide additional services during and/or outside the hours of services provided for in the above item for services complementary to the above services, additional rounds (day or night) or additional permanence (indoor or outdoor, day or night), on demand.

These interventions will therefore be planned and will also be counted according to the annexed tariff schedule.

The guarding will be paid as such if it has been planned at the latest within 8 hours before the intervention.

3.5.3 EXTRA GUARDING — SERVICES ON DISPATCHING CALL

These are services that would have to be carried out in the context of a call from the dispatching service to carry out rounds/checks and/or removal of doubts. In this context, the Service Provider undertakes to be present on site within a maximum of 30 minutes following the call.

These services are therefore to be quantified according to the hours of the services performed.

The flat-rate basic service is accounted for on the basis of an intervention of 30 minutes on site. It includes the associated movement.

If it turns out that the performance was to last more than half an hour, the supplementary benefit would be counted at the hourly rate of the benefit period.
