The Botosani Municipality TAU signed with the Ministry of Development, Public Works and Administration, the contract no. 2297/09.01.2023 with the object of granting non-reimbursable external funding for the project "Integrated Urban Mobility Center in the Municipality of Botoșani". According to the provisions of the financing contract and the Order of the Minister of Development, Public Works and Administration no. 999/10.05.2022 for the approval of the Specific Guide-Conditions for accessing European funds related to the National Recovery and Resilience Plan within the calls for projects PNRR/2022/C10, the beneficiary has the obligation to present to the Financing Authority, the technical-economic documentation S.F. in accordance with the revisions of G.D. 907/2016. In this context, previously, by Decision no. 168/12.04.2023 of the Local Council of the Municipality of Botoșani, the concept note and the design theme for the investment objective were approved, in accordance with the provisions of art. 3 and 4 of G.D. no. 907/2016 regarding the stages of elaboration and the framework content of the technical-economic documentation related to the investment objectives/projects financed from public funds, with subsequent amendments and completions. At the same time, by Decision no. 47/31.01.2024, the technical-economic indicators of the project and the technical-economic documentation phase Feasibility study with DALI elements (SF/DALI) of the investment objective were approved. Considering the above, it is necessary to purchase the design, technical assistance and technical project verification services in accordance with the provisions of the Feasibility Study with DALI elements and the provisions of the Specifications. The Command and Control Center of the traffic, management and monitoring system will integrate the monitoring and management of all installed systems, namely: traffic management, prioritization of public transport vehicles, video monitoring cameras. Within the Command and Control Center, an automatic internal management system will also be implemented with the role of tracking and monitoring the operation of the entire system, so that potential failures or malfunctions as well as information delays and/or possible accidents are detected as quickly as possible, in order to ensure efficient operation and a reaction of the services involved in the best and fastest possible conditions. The proposed system will be implemented on the basis of its own hardware structure, implemented around a central core. It is possible, depending on the solutions offered, to implement a variant in which to create a "virtual" control center, based on "cloud" technology, which does not require the actual installation of hardware equipment. From a physical point of view, the system is organized into the following areas of implementation: – secure and high-capacity data network; – server architecture; – consoles, operators and dispatchers; – display systems; – sub-systems for maintaining normal operating conditions.
