Description:
Manufacturing and delivery of 6 eco-friendly electric city buses along with the installation and commissioning of 4 charging stations, including training and technical support for the public transport operator.

I. The subject of the order in this procedure is:
1) manufacturing and delivering 6 pieces of brand new, low-floor, single-section, eco-friendly maxi class city buses with electric drive, intended for use in public transport in the city of Siedlce and suburban lines, equipped with a number of solutions improving the usability of public transport and the safety of passengers, as well as adapted to the needs of people with disabilities, referred to in the content of the SWZ as "buses"; the order also includes granting authorization and equipping the technical support of the public transport operator in Siedlce – Miejskie Przedsiębiorstwo Komunikacyjne w Siedlcach Sp. z o.o. (referred to in the content of the SWZ as "Transport Operator") – with necessary devices enabling diagnostics and technical repairs of the delivered vehicles;
2) delivery, installation, and commissioning of 4 units of brand new, stationary, electric plug-in chargers, including:
a) 1 unit of dual charging station with a charging power of 2×60 kW at the premises of MPK at ul. Starzyńskiego 20, 1 unit of dual charging station with a charging power of 2×60 kW at ul. Kalinowej; and 2 units of single charging stations with a power of 120 kW each at the Transit Center at ul. W. Pileckiego.
b) preparation of design documentation, installation of internal power lines necessary for supplying the bus charging stations with electricity at the MPK premises, at the Transit Center at ul. W. Pileckiego, and at the bus loop at ul. Kalinowej. Obtaining permits and decisions necessary for the commissioning of charging stations and obtaining technical receptions. The charging station at the MPK depot does not require energy connections; there is an existing cable connection prepared for connecting the new station, only its connection to the power supply, proper placement, and inclusion into the telemetry system are required. Near the connection on the depot premises, there is a transformer with an adequate reserve of connection power;
3) conducting training for the Operator's employees regarding the operation and servicing of electric-powered vehicles, operating, servicing, and managing the process of charging energy storage in buses as well as handling and supervising the charging infrastructure, including the use of all delivered components,
4) supplying technical and operational documentation (instructions, catalogs, diagrams, etc.), presented in the description of the subject of the order, regarding the buses and the charging infrastructure,
5) delivering equipment to the Operator's service station, a set of tools and specialized devices enabling obtaining internal authorization from the bus manufacturer and the charging station manufacturer, used for the needs of the Ordering Party.
The Ordering Party reserves the right to conduct inspections once by three of its representatives during the production/construction/manufacturing of electric buses at their production site, at a date agreed with the contractor and at the contractor's expense.
The Ordering Party, in accordance with the requirements resulting from Article 3e of Regulation (EU) 2019/1242 defining CO2 emission standards for new heavy-duty vehicles and amending Regulation (EC) No. 595/2009 and (EU) 2018/956 and Council Directive 96/53/EC (as amended by European Parliament and Council Regulation (EU) 2024/1610 of May 14, 2024, amending Regulation (EU) 2019/1242 concerning tightening CO2 emission standards for new heavy-duty vehicles and including reporting obligations, amending Regulation (EU) 2018/858 and repealing Regulation (EU) 2018/956), requires the Contractor to:
1) ensure the ongoing availability of spare parts ensuring the functionality of the offered object of the order,
2) carry out ongoing assessments of the availability of spare parts ensuring the functionality of the offered object of the order,
3) ensure that any changes in their supply chain during the execution of the order do not negatively impact the execution of the order,
4) ensure such organization of spare parts availability that meets the delivery safety requirement, so that even any changes in the supply chain during the execution of the object of the contract do not negatively impact the execution of the contract, with the understanding that according to Article 7 item 10 of the Pzp Act, the supply chain should be understood as all resources and actions necessary for the execution of supplies and services that are the subject of the order, furthermore the "supply chain" is not limited solely to direct suppliers, but also extends to subcontractors,
5) enable the purchase of spare parts for the delivered vehicles necessary for warranty and post-warranty repairs in accordance with the provisions of § 11 section 12 of the contract for a period of at least 15 years from the date of final acceptance of the subject of the order.
The realization of the obligations of the Contractor mentioned above in points 1-5 aims to ensure the duly functioning of the vehicles that are the subject of the contract throughout the planned operational period of no less than 15 years.
Due to the limited number of characters, the Detailed Description of the object of the order (OPZ), containing the requirements, technical parameters, and equipment, which must be met and possessed by the offered object of the order, constitutes Attachment No. 7 to the SWZ, as well as Chapter 5 of the SWZ, which includes information regarding the participation in this procedure of contractors/joint contractors applying for the award of the contract/resource providers/subcontractors/further subcontractors from "third countries not parties to international agreements" and specified less favorable terms for supplies coming from "third countries not parties to international agreements".
