The BfS/KEMF is planning to lend personal exposimeters for the low and high frequency range as an instrument of citizen information and education. These measuring devices are worn directly on the body and detect either low-frequency magnetic fields or high-frequency electric fields and are intended to enable borrowers to assess and evaluate their personal exposure to these fields based on real measured values. The pure measurement time is about 24 hours. Together with the measuring device, the borrowers receive instructions in printed form as well as a questionnaire as a fillable PDF document by e-mail, which, among other things, collects information on possible sources of exposure and information on the daily routine via a protocol. The possibility of borrowing these measuring devices will be announced by the BfS via public relations work (information on the BfS website, at information events or in response letters to citizens' enquiries).

The provider takes care of the complete logistics of the instrument rental. In the first step, the BfS provides the provider with 10 devices for the high frequency range and 5 devices for the low frequency range, but the number of devices may increase in the future, depending on demand and workload. The benefit period is two years.

The provision of services must be carried out in a data protection-friendly manner. All relevant applicable legal requirements, e.g. GDPR and BDSG, must be followed. A data processing agreement (DPA) with extensive technical and organisational measures (TOM) must be concluded between the provider and the BfS, in which all data protection agreements are to be made.

The costs are to be billed per rental process carried out. Part of the costs is to be charged by the borrower as a fee of EUR 45.00 to control demand, the difference is to be borne by the BfS. Provision should be made for several payment options for the borrower and their impact on the duration of the loan cycle and any increase in costs should be indicated. Under civil law, it is provided for the conclusion of a mixed-type contract between the BfS and the contractor as a service within the meaning of § 611 BGB and agency contract (§ 675 BGB). This in turn obliges the Contractor to agree with the users (borrowers of the equipment) on a "loan agreement" for the BfS, which is carried out free of charge between the BfS and the users in accordance with Section 598 of the German Civil Code (BGB).
