Realignment of the joint land use plan with integrated landscape plan of the municipalities Grünheide (Mark) and Spreenhagen

With the present award procedure, the redrawing of a joint land use plan with environmental report in accordance with § 18 HOAI together with Annex 2 for service phases 1 to 3 with integrated landscape plan in accordance with § 23 and Annex 4 of the HOAI for service phases 1 to 4 for the municipalities grünheide (Mark) and Spreenhagen is advertised as well as various special services in accordance with Annex 9 to the HOAI in accordance with the contract description in the procurement documents.

Due to the settlement of the Tesla Gigafactory in Grünheide (Mark), the two municipalities are facing a changed situation in terms of municipal development. Against this background, a planning basis is to be developed that takes into account the requirements for current and future challenges of urban land use planning. A comparison with the current regional planning concepts, which were developed in the course of the settlement of the Tesla factory, must be carried out.

Both municipalities have legally binding land use plans for their respective districts, which were drawn up more than 20 years ago and in some cases have already been adapted several times. The municipality of Spreenhagen has legally binding land use plans for its 4 districts Spreenhagen, Braunsdorf, Markgrafpieske and Hartmannsdorf and the municipality of Grünheide (Mark) for its 6 districts Grünheide (Mark), Spreeau, Mönchwinkel, Kagel, Kienbaum and Hangelsberg as well.

These are to be transferred to a joint land use plan with environmental report, revised, changes that have already been made and - as described above - adapted to current developments. Both the land use plan and the landscape plan must be redrawn for both municipalities and transferred to a plan document.

The existing FNPs are digitized and can be viewed in the respective geoportals of the two municipalities, but some of them are not up-to-date, as partial changes are not digitally incorporated into the overall plans. The landscape plans are only available analogously. Further concepts, strategies and basics are part of the procurement documents.

Description of the planning areas:

Grünheide (Mark):

Total area: approx. 126 km²

Population: approx. 9,000 with primary residence and approx. 1,000 persons with second residence.

Spreenhagen:

Total area: approx. 137 km²

Population: approx. 3,530

Both municipalities are characterized by a high proportion of forest (75% of the total area of the municipality Grünheide (Mark) is forest and 71% of the total area of the municipality Spreenhagen). Furthermore, large areas are subject to landscape protection (about 71% of the total area of Grünheide (Mark) and about 45% of the total area of Spreenhagen).

The identification of areas intended for future settlement development has already been carried out. A corresponding analysis and evaluation of the areas are available. The municipality of Grünheide (Mark) has a total area of approx. 30 ha of residential development area and approx. 66 ha of commercial development area and in the municipality of Spreenhagen it is approx. 26 ha of residential development area.

Land use plans Grünheide (Mark) and Spreenhagen

With the present award procedure, the joint land use plan - here: Lot 1 for the municipalities grünheide (Mark) and Spreenhagen - is advertised in accordance with § 18 HOAI together with Annex 2 for the service phases 1 to 3 (the framework conditions are described under "Subject of the contract - Short description").

The project is being implemented with funding from the State of Brandenburg on the basis of the Planning Funding Guideline 2020 (PFR 2020). The municipalities of Grünheide (Mark) and Spreenhagen already have funding notices that contain further requirements for the plans to be drawn up. The contractor must comply with these funding regulations. These include: - The digital development of the shared land use plan must be carried out using the IT exchange standard XPlanung (XPlanGML).

-The web capability (e.B. WMS/WMTS) must be guaranteed when drawing up plans with the aim of carrying out digital participation procedures (e.B. planning portal BB).

- The effective land use plan shall be made available to the LBA, Department 31, in fully vectorised XPlanGML format.

Landscape plans Grünheide (Mark) and Spreenhagen

With the present award procedure, the integrated landscape plans belonging to Lot 2 for the municipality of Grünheide (Mark) and the municipality of Spreenhagen are advertised in accordance with § 23 HOAI together with Annex 4 for the service phases 1 to 4 (the framework conditions are described under "Subject of the contract - Short description").
