See II.2.4
Replacement of the current Cobas 6000 chemistry and immunochemistry analyzers (2x c501 and 3x e601) and the associated pre-analytical system (MPA), including the installation of a linked automated post-analytical system and a framework agreement for the middleware, reagents, consumables and associated maintenance.
Also included are at least two possible coupling sites with the track for third party analyzers, all necessary links, as well as full integration with the LIS system Glims v.10.
Explanation:
This assignment concerns the purchase, delivery, installation, coupling, validation and maintenance of a laboratory platform consisting of pre- and post-analytical modules (cfr. I.4.1 Additional minimum requirements) including (immuno) chemistry analyzers with bidrectional sample flow where the system remains open for link with other analyzers, is controlled via a middleware software and is linked to our laboratory information software (Glims v.10).
The specifications also include installation, connection, commissioning, support with the LIS connection, technical and user training, functional and operational validation, implementation and after-sales service. The corresponding consumables and reagents are also included in the specifications, which are detailed in the technical provisions of the specifications.
The system must be equipped to carry out approximately 1 780 000 routine tests per calendar year, excluding calibrations, quality checks, 2% reruns (for routine samples and quality controls). The entire system must be expandable at 50% of capacity without the need for additional equipment. All tests that must be available 24/7 must be able to be deduplicated in order to continue to guarantee the service in the event of breakdowns.
For practical reasons, no dry chemistry is chosen (e.g. restrictions in storage space, waste processing,...)
The contractor offers one fully linked, tailor-made solution for the existing and available space of the contracting authority. Small infrastructural works should be listed. The contract consists of one (1) lot and is awarded to one (1) supplier. This is to ensure optimal compatibility and operation as well as after-sales service of the pre-analysis, analysis and post-analysis systems.
The framework agreement (reagents, consumables, consumables, etc.) is concluded for a period of 10 years. The supplier is obliged to keep parts, accessories and consumables of the delivered equipment in stock for the usual service life. Consequently, they must be able to be delivered at a reasonable price and within a reasonable period of time for a period of at least 10 years after initial delivery. The associated software must also remain supported during this period.
