Active protection measures consisting of: three times (dates specified in sec. II.2.4 announcement) cutting down self-seeding and offshoots of trees and shrubs, mainly birch and pine from a total area of approx. 195 ha from designated by the Employer together with supervising the nature reserve "Bielawa" working areas within the plots of land: Krokowa commune, Sławoszyno district indicated in the Terms of Reference, on which there is a complex of natural habitats:
- 7120 high peat bogs degraded but capable of natural and stimulated regeneration,
- 7140 transitional peat bogs and bogs,
- 4010 wet heaths with swamp heath.
Export within the time limit specified for the first biomass cut after the first cut from an area of approx. 30 ha designated by the Employer together with the person supervising the "Bielawa" nature reserve within the plots of land: Krokowa commune, Sławoszyno district indicated in the Terms of Reference.
A detailed description of the subject of the contract is contained in the Description of the subject of the contract (Annex 12 to the ToR).
The subject of the order are active protection treatments consisting of:
1) three times (three times outside the protection period resulting from the current ordinance of the Regional Director for Environmental Protection in Gdańsk of 6.11.2017 regarding protection tasks for the "Bielawa" nature reserve, i.e. for the first time in the period from 1 September 2020 to 10 February 2021, the second time in the period from September 1, 2021 to February 10, 2022, the third time in the period from September 1, 2022 to November 30, 2022) excision of self-seeding and regrowth of trees and shrubs, mainly birch and pine with a total area of approx. 195 ha of working areas designated by the Employer together with the person supervising the "Bielawa" nature reserve on the plots of land: Krokowa Commune, Sławoszyno District indicated in the Terms of Reference, on which there is a complex of natural habitats:
- 7120 high peat bogs degraded but capable of natural and stimulated regeneration,
- 7140 transitional peat bogs and bogs,
- 4010 wet heaths with swamp heath.
2. export within the time limit specified for the first cut, referred to in point 1 above, biomass after the first cut from an area of approx. 30 ha designated by the Employer together with the person supervising the nature reserve "Bielawa" within the plots of land: Municipality of Krokowa, Sławoszyno District
Indicated in the ToR.
A detailed description of the subject of the contract is contained in the Description of the subject of the contract (Annex 12 to the ToR).
The subject of the contract should be carried out in accordance with applicable Polish and EU law, in particular the Act of 16.4.2004 on nature protection (i.e. Journal of Laws of 2018, item 1614 as amended), subject to health and safety regulations and fire.
In accordance with art. 29 paragraph 3a of the Public Procurement Law, the Employer indicates that in the following areas:
- harvesting and logging of wood (pilars and machine operators), mechanical or manual mowing requires employment on the basis of an employment contract. Determining the working time and the number of people, the Employer leaves the Contractor. Ww. the requirements for the Contractor shall apply accordingly to the Subcontractor. Detailed rules regarding the implementation of the obligation arising from art. 29 paragraph 3a of the Act are specified in the Terms of Reference and in the model contract constituting Annex No. 11 to the Terms of Reference.
The awarding entity does not envisage the award of contracts referred to in art. 67 section 1 point 6 of the PPL Act.
Before preparing the offer, the Contractor should read the information about the area and subject of the order provided by the Employer in the tender materials and may participate in the local vision to identify the location of working surfaces and local conditions for the implementation of the services being the subject of the contract. The Employer informs that on November 25, 2019, at 10:00 will conduct a local visit, which will enable Contractors to thoroughly familiarize themselves with the place of service and meet local implementation conditions. Meeting place: in Leśniczówka in Ostrów. Participation in the on-site visit is optional. Participation in the local vision requires notification by phone (under the telephone number: 58 523 33 63) no later than 1 business day before the set deadline for showing the surface.
The contracting authority informs that it does not provide for a meeting of contractors to clarify doubts regarding the content of the ToR, and during the local visit will not answer questions regarding the content of the ToR. Questions regarding the content of the ToR should be submitted on the terms set out in point 7.4 of the ToR.
