In the process of the preparatory procedure for the federal government's mobile communications funding, MIG must carry out radio network planning for potentially eligible locations in "white spots". Radio network planning enables the identification of areas (search circuits) throughout Germany in which a required property must be identified. In a second step, the exact site configurations must be derived from the radio network planning. The review of technical specifications for the transfer of radio network data through operation as well as the evaluation of the results of market exploration are further performance components.
The following service descriptions include all services provided by the Contractor. Since MIG is also in an additional client capacity, MIG replaces Toll Collect in procurements. It may be that Toll Collect then expressly acts on behalf of MIG in such cases.
The services to be provided include radio network planning services, in particular:
- Verification of the achievement of supply goals using supply maps in 4G and identification of assisted areas
- Evaluation of the site suitability of location candidates for 4G expansion
- Execution/comparison of supply coverage planning that can be achieved by potential locations
- Carry out radio network planning based on search circles and existing public sector properties to identify potential mobile phone locations that enable the best possible mobile coverage from as many mobile network providers as possible.
- Maintaining location data and ensuring data quality
- derivation of technical specifications for the exchange of wireless network data
- Determination of location characteristics for site planning
- Preparation of analysis results for stakeholders
The service provider will act on the side of the funding provider, so there must be no conflict situations with potential grant recipients. Companies that assess themselves in such a way that they will apply for funding themselves in accordance with the “Mobile Funding” funding guideline of 08.08.2021, published on June 21, 2021 in the Federal Gazette, are therefore not eligible for this service. With regard to companies that are otherwise associated with such companies under Group law, there is also a presumption of a conflict situation, and the standard of § 6 VgV is applied accordingly in this respect.
