The subject of the order includes the collection and development of municipal waste from property owners from the Rychwał Municipality and the collection and development of municipal waste from the Municipal Waste Collection Point (PSZOK) located in Rychwale on Żurawin Street.
Detailed description of the object of the order is specified in Annex 6 to the SWZ
The subject of the contract is the collection and management of municipal waste indicated in the contract description from real estate located in the Rychwał Commune, where residents live, in a manner ensuring the achievement of the required level of preparation for re-use and recycling, the level of storage of municipal waste and waste from the treatment of municipal waste, hereinafter referred to as the "level of landfilling" and the level of reduction of the mass of municipal waste subject to biodegradation transferred to storage, in accordance with the provisions of the Act of 13 September 1996 on maintaining cleanliness and order in municipalities (Journal of Laws of 2022, item 1297, as amended), the provisions of the Provincial Waste Management Plan for the Wielkopolska Region for the years 2019-2025 together with the investment plan and attachments and the provisions of the Regulations for maintaining cleanliness and order in the Rychwał Commune. The Contractor is obliged to hand over municipal waste collected from residential properties in accordance with Article 9e(1) of the Act on maintaining cleanliness and order in municipalities (i.e. Journal of Laws of 2022, item 1297, as amended).
The Contractor will be required to transfer collected from property owners of inhabited non-segregated (mixed) municipal waste and biodegradable waste (including green waste) to the Municipal Waste Processing Installation. Other waste received, the Contractor shall be required to use in accordance with the hierarchy of waste management, in accordance with the provisions of the Law on Maintenance of Cleanness and Order in Municipalities and the Waste Act.
Equipment for the collection of municipal waste mixed for inhabited properties (containers, bags) will be provided by property owners.
Bags for selective waste collection and waste containers in the form of ash from domestic furnaces are provided by the Contractor by calculating their cost in the price of the offer. For interested owners of residential real estate, the Contractor shall provide facilities for collecting mixed waste for the duration of the contract on the terms regulated between the Contractor and the owner of the property by way of a separate civil-law agreement. On the days of municipal waste collection, these devices will be set up in the waste collection points indicated by the property owner, with the proviso that the container and bags should be placed at the border of the property with a public road. In the case of properties located near narrow, unpaved, dirt or "difficult to pass" roads, the contractor should have different types of vehicles at its disposal to be able to ensure the proper provision of services. This also applies to new properties if they appear during the execution of the order. Containers can be plastic, metal, new or used. The Contractor shall provide the Contracting entity, by the end of the month preceding the following month, with a reserve of bags for selective waste collection in the following amount: 100 blue, 150 yellow, 100 green and 100 brown. The first delivery of bags should be foreseen by 31 December 2022.
