Aarhus Letbane I / S faces the initial EIA studies and later construction of Aarhus Letbanen's Stage 2, which consists both of a route between Aarhus Ø and Brabrand as well as a light rail between Lisbjerg and Hinnerup. For the time being, a political agreement has allocated DKK 40,000,000 to carry out phase 2 EIA studies.
In June 2018, the Aarhus City Council decided that in addition to further studies on an extension of the light rail system, opportunities should also be elucidated to instead use BRT solutions on the Spain route to Brabrand Station.
Aarhus Letbane I / S has initiated the tender process for the second stage of the light rail, which is divided into 4 sub-projects:
- Aarhus Island,
- Spain to Brabrand (light rail / BRT),
- Lisbjergskolen to Hinnerup,
- Brabrand Station.
In order to carry out sketch design and preparation of EIA reports, Aarhus Letbane has decided that a thorough design and engineering consultant will be associated, who will provide advice throughout the process from project clarification over EIA to commissioning.
However, the complexity of the project means that it is difficult at the time of the tender and the time of contracting to determine the final content of the consultancy task, which will have to be constantly adapted to the project. This ongoing consultancy task is therefore offered on a flexible contract with access for Aarhus Letbane to continuously adapt the consultancy services in relation to the project and its development.
The overall expectations for the task:
The overall design and engineering consultant will clarify light rail design and construction engineering sketch project for light rail / BRT, roads and bridges including supplementary geotechnical studies, light rail technology and safety. The sketch project should form the basis for the most important project clarifications further on in the project, including ensuring the necessary basis for the preparation of the EIA report.
The overall design and engineering consultant must provide a holistic approach that contributes to a coherent process for project clarification and EIA of the light rail design. Based on the fact that the flexible services are initiated by the developer, the overall design and engineering consultant must supply project material for tender. Participate in the preparation of approval procedures and processes, provide staff for Document Review, as well as pre-commissioning inspections and tests.
For work on determining the light rail design for stage 2, it is very much an iterative process where the developer's project clarification takes place in dialogue with the municipal authority.
Determining light rail design for the individual sections and on the individual sections requires a large number of professional competences. The most important parameters within 7 categories are:
Operations, Economics, Engineering, Urban Planning, Climate and Environmental Impact, Urban Design and Product.
In order to ensure a good decision-making basis, a number of specialist technical skills are needed, which can help to illuminate the individual design parameters in parallel.
The operating organization of Aarhus Letban will provide the technical competencies in relation to the preliminary considerations in relation to the technical aspects and operating budgets.
Aarhus and Favrskov Municipalities provide input in relation to the city plan strategic considerations. In addition, Aarhus and Favrskov Municipalities are working on a route mapping of the vulnerabilities in the urban spaces that the light rail passes.
It is the responsibility of the overall design and engineering consultant to ensure a good overall solution and a uniform overall design throughout the entire process from sketch project to plant and commissioning.
It is also important that the thorough design and engineering consultant with great professional competence, together with Aarhus Letbane, can be part of a constructive process with Aarhus and Favrskov Municipality's government organizations on the fitting of the project.
