Description:
Bids are requested for department imaging machines to serve multiple welfare regions, with a framework arrangement for selecting two devices based on priority order determined by bid comparison, while allowing for exceptional deviations under justified circumstances.

The North Ostrobothnia welfare region (hereinafter referred to as Pohde) requests your bid for a department imaging machine in accordance with this request for proposals and its attachments.

The subject of the acquisition is a department imaging machine for the North Ostrobothnia welfare region, the Lapland welfare region, the Kainuu welfare region, and the Central Ostrobothnia welfare region.

The acquisition will form a framework arrangement in which two (2) devices will be selected. The devices will be prioritized according to the bid comparison. Orders will be made using the priority order from the selected suppliers. The priority order will be determined based on the bid comparison. Deviations from the priority order can only occur in exceptional situations and for justified reasons. Justified reasons are considered, for example, the following reasons:

  1. Different treatment methods and practices of hospitals; The hospital cannot, for justifiable reasons, use the products of the supplier who comes first in the priority order. The hospital cannot efficiently or quickly change its treatment method or practice.
  2. For certain items/devices, different compatibility with supplies including delivery reliability; The hospital has another tool used together with the item/device, which is not compatible with the product of the supplier who comes first in the priority order.
  3. Extensive patient material and individual medical needs; The individual medical needs of the patient prevent the use of the product of the supplier who was first in the priority order.
  4. Delivery disruptions; or due to delivery disruptions and repeated complaints (in writing three times within three months), if the supplier has not taken corrective action after the complaint, the purchasing unit may order products directly from the second supplier in the priority order after notifying the first supplier in the priority order.
  5. Educational considerations. Due to the obligation of teaching hospitals, the selection must be broad, and the hospital must have various products available for educational purposes.

The purchasing units' aim is primarily to adhere to the priority order and deviations should not extend longer or more than necessary for a justified reason.

The procurement contract is valid for two (2) years, with the possibility of a 1+1 year option. The client will decide separately on the use of options. In addition, the client will separately decide on any maintenance contract and its scope after the warranty period.

The offered devices must have the possibility for test use in Pohde's premises.

The consumption quantities of the devices indicated in the request for proposals are estimated consumption amounts for the procurement period. The estimated device consumption amounts are provided to the bidder solely to support the making of the offer. The procurement contract does not create a binding obligation to purchase the purchasing unit, and actual consumption may be greater or lesser.
