Description:
The Danish Road Traffic Authority is facing an upcoming tender for a new IT system to support the New Driving Licence Register and wishes to carry out a market study in the form of a two-part process, respectively 1) a written consultation and 2) bilateral dialogue meetings.
The purpose of the market research is to identify potential suppliers and to gain knowledge about their products/services/technical approach, so that a tender can be designed that best meets the market's capabilities and at the same time mitigates identified risks.
The Danish Road Traffic Authority encourages all interested suppliers to register for the market survey via the tender portal Ethics. Interested suppliers are requested to submit a request to participate through Ethics under the "Market Research" tab and the "Comments" tab.
Requests to participate must be received no later than 21.11.23.
The Danish Road Traffic Authority invites interested suppliers to a market survey where interested suppliers have the opportunity to highlight how they can provide a comprehensive solution for the New Driving Licence Register – or parts thereof. Thus, it must be identified whether there are suppliers on the market who have an interest in and the opportunity to provide a single solution for the New Driving Licence Register, or whether the Danish Road Traffic Authority should consider dividing the tender into artitectur, ux, etc. The market study will ultimately provide the Danish Road Traffic Authority with broader market knowledge as a basis for being able to specify its needs further for use in the upcoming tender.
Along with the request for participation, interested suppliers are asked to send a short motivated application, including a description of the company and its experience in the field (max. an A4 page) and refer to or enclose a product description of the companies' relevant solution(s) in relation to the market research and possibly provide information about the company's references, including which corresponding customers use the solution(s). In addition to the request, all interested suppliers are encouraged to submit written consultation responses based on uploaded material from the Danish Road Traffic Authority on Ethics.
The market research is, as described, two-part and follows the steps below:
1) A written consultation: The written consultation is based on uploaded material from the Danish Road Safety Authority on Ethics, including a questionnaire. The material is in Danish. Consultation responses can be uploaded in Ethics by all interested suppliers, together with a motivated request to participate, within the specified deadline. The Danish Road Traffic Authority encourages that requests be submitted in Danish.
In their response to the consultation, all interested suppliers have the opportunity to reply to the questionnaire, including comments on uploaded material, before the formal tender process is launched. The Danish Road Traffic Authority welcomes all comments on uploaded material, including points of attention, suggestions for improvements to requirements or regulations that seem inappropriate, any deal breakers or comments related to cost drivers, risk factors, etc.
2) Bilateral meetings: The Danish Road Traffic Authority reserves the right to hold physical or virtual meetings with selected, relevant suppliers who have requested participation in the market survey. The Danish Road Traffic Authority expects the bilateral meetings to be held on 11-13 December 2023. The Danish Road Traffic Authority expects to conduct bilateral meetings with approximately six interested suppliers. If there are more interested suppliers than the expected number, the Danish Road Traffic Authority will select a) the parties with the best experience and system support that meets the needs of the Danish Road Traffic Authority as far as possible and b) the parties who have enclosed consultation responses, including answers to questionnaires, which together can form the largest and best basis as well as contributions for the further dialogue and process. It should be noted that failure to upload consultation responses or completion of the uploaded questionnaire does not result in exclusion of participation in subsequent bilateral meetings, but that it may have a decisive impact on the selection by the Danish Road Traffic Authority.
Selected companies will be contacted at the beginning of week 49 with a view to inviting them to the bilateral meetings. The bilateral meetings are conducted physically or virtually of 1.5 hours duration with relevant participants, where companies are given the opportunity to elaborate on their application and consultation responses. It is the expectation of the Danish Road Safety Authority that the meetings can be held in Danish.
