Mileage in the Rhein-Sieg district, as well as the neighbouring local authorities in regular services

The subject of the invitation to tender is the performance of bus services on behalf of the RVK. As of December 10, 2023, RVK intends to award services in the area of its Meckenheim branch in the Rhein-Sieg district, as well as the neighboring local authorities in regular services in accordance with Section 42 PBefG as well as journeys in exempt school transport in accordance with the Exemption Ordinance to contractors.

This includes the execution of the mileage in accordance with the transferred circulation schedules with its own bus and its own drivers, as well as the sale of tickets. The requirements for the vehicles and the personnel employed can be found in the tender documents (Annex 2 + Contractor Contract). The sales technology and connection to the RVK-ITCS is provided by the Client and installed by the Client in the bus of the Contractor (Annex 4).

The offered mileage is divided into four lots. Each lot represents a circulation and must be completed with a vehicle (in accordance with Appendix 2a). Tenders may be submitted for one, two, three or four lots. The lots include individual rounds and are divided according to different days of operation. The circuits are attached. The distances in the circuits are given in meters.

Lot 1 consists of:

Round 1: Mon-Thu on school days

Round 2: Fri on school days

Round 3: Mon – Thu on holidays

Round 4: Fri on holidays

Round 5: Saturdays

Round 6: Sundays

Lot 2 consists of:

Round 7: Mon – Fri on school days (mornings)

Round 8: Mon – Fri on school days (afternoons)

Lot 3 consists of:

Round 9: Mon on school days

Round 10: Tue on school days

Round 11: Wed on school days

Round 12: Thursday on school days

Round 13: Fri on school days

Round 14: Mon – Thu on school days

Round 17: Mon on school days

School and holiday periods refer to the NRW holiday regulations.

For each lot, one bid per circulation must be submitted for all the rounds included in the lots. The offer price is to be entered in Appendix 3. Operational changes in the event of timetable changes, as well as short-term changes in school transport are possible (even at the start of operations). The resulting additions and deductions in the vehicle circulations will be remunerated or deducted in accordance with the hourly and mileage rates listed in Appendix 3.

The deployment planning for the transferred rotations is the responsibility of the Contractor and is to be scheduled by the Contractor in compliance with the statutory driving and rest times.

The journeys will take place according to the circulations included in the lots.

The allocation of each lot is initially limited until 14 December 2024 and can be extended by one or two years until 12.12.2026 by the RVK. In these cases, the price escalation clause mentioned in the contract documents applies.

Line performance: Rounds 1-6

Carrying out bus services on behalf of the RVK.

As of December 10, 2023, RVK intends to award services in the area of its Meckenheim branch in the Rhein-Sieg district, as well as the neighboring local authorities in regular services in accordance with Section 42 PBefG as well as journeys in exempt school transport in accordance with the Exemption Ordinance to contractors.

This includes the execution of the journey in accordance with the transferred circulation schedules (1-6) with its own bus and its own drivers, as well as the sale of tickets.

The offered mileage is divided into four lots. The lots include individual rounds and are divided according to different days of operation. Tenders may be submitted for one, two, three or four lots. The circuits are attached. The distances in the circuits are given in meters.

The requirements for the vehicles and the personnel employed can be found in the tender documents (Annex 2 + Contractor Contract). The sales technology and connection to the RVK-ITCS is provided by the Client and installed by the Client in the bus of the Contractor (Annex 4).
