This contract is a public service contract.

The present contract concerns the designation of a control office, with a complete technical control mission for the realization of the project of "reconditioning of the secure psychiatric hospital".

The scope of the mission of the control office is the verification:

4. Special techniques

5. Acoustics

6. Elements related to Fire Engineering

7. Security Engineering elements

8. Lifting means/devices (lifts)

The project of "reconditioning of the Secure Psychiatric Hospital (HPS) is described as follows:

A project to recondition the Secure Psychiatric Hospital (HPS) is currently underway. Its execution will begin at the end of 2023/beginning of 2024. This project will significantly change the organization of the CRP Les Marronniers site. It is a question of developing a reception area, common activity areas and "reintegration" units, each with its own ancillary areas (activities, administration, care, logistics, visitor reception, etc.).

The overall project includes the demolition of dilapidated pavilions as well as a coherent redevelopment of the surroundings of the HPS (roads, parking, pedestrian paths, lawn, plantations and double peripheral security enclosure).

The team of Project Authors has been appointed, Groupement Archipelago & Bureau Architecture Daniel Delgoffe, and covers the following areas:

- Architecture / Stability / Special techniques / EPB / Furniture design / Signage design / Acoustics / Landscape / Fire engineering / Security engineering / Elevators.

The estimated cost of the works is EUR 100,000,000 excluding VAT.

The monitoring office will verify the posts described in the mission, for the following lots:

• Lot 1 - Closed shell, drainage, finishing and special techniques, surroundings and demolition

Construction of the new Secure Psychiatric Hospital within the Regional Psychiatric Center les Marronniers in Tournai and its surroundings (landscaping, knots and drainage, planting, pedestrian areas, roads, car parks, etc.), geothermal field, construction of a double secure enclosure including the demolition of existing roads and enclosures and works intended to ensure the safety of the existing site throughout the duration of the work (enclosures and roads, etc.).

• Lot 3 - Elevators

Supply and installation of 4+3+3 elevators in the new Secure Psychiatric Hospital within the CRP les Marronniers in Tournai.
