The Republic of Türkiye has received a loan in the amount of USD 250 million from the World Bank toward the cost of the Türkiye Preparedness for Public Health Emergencies Project (TPPHEP). A portion of the proceeds will be used for eligible payments under the contracts for goods, works, non-consulting services, and consulting services under the project.



Within this scope, one (1) Biosafety Expert will be employed at the General Directorate of Public Health of the Ministry of Health. The consultant will be engaged on a part-time basis until the end of the Project. Contracts may be renewed annually throughout the Project duration depending on the needs of the Administration, the consultant’s performance, and the availability of funds. The position is expected to start in August 2025.



Required Qualifications:



The Biosafety Expert will have the following qualifications:




  1. Having a bachelor's degree in one of the fields of Biology, Pharmacy, Veterinary Medicine, Medicine, Dentistry, Food Engineering, Genetic Engineering, or having a master's degree in microbiology, regardless of the field of bachelor's degree.

  2. Having a PhD degree in microbiology or specialization in clinical microbiology will be an asset.

  3. Having attended a certified training on “Laboratory Biosafety or Biorisk Management” received from organizations such as the World Health Organization (WHO), IFBA, EBSA, or public health institutions such as CDC, HPA, RIVM, Robert Koch, or universities that organize internationally certified training.

  4. Having successfully completed the IFBA Biorisk Management program and obtained a certification will be an asset.

  5. Having at least 10 years of working experience in the public or private sector.

  6. Having at least 10 years of working experience in BSL-2 or higher laboratories.

  7. Having at least 1 year of working experience in BSL-3 or higher laboratories will be an asset.

  8. Having experience in risk assessment, waste management and biosafety training.

  9. Experience in internal and/or external audits in the field of Bio Safety in animal testing, biotechnology or vaccine production.

  10. Advanced knowledge of written and spoken English.

  11. Proficiency in key computer applications, e.g. Word, Excel, PowerPoint.

  12. Strong teamwork skills and a solution-oriented and analytical approach, with strong attention to detail.

  13. Having no restriction to travel.

  • For items 1 and 2: Diplomas obtained from universities or verifiable graduation certificates containing a barcode or verification code from relevant official digital systems.

  • For items 3 and 4: Relevant certificates or documents proving participation in the mentioned training programs.

  • For items 5, 6, and 7: Verifiable service records from official systems, work completion documents, contracts, or reference letters from previous employers.

  • For items 8 to 13: Declarations at the time of application or other supporting documents evidencing relevant qualifications.



Selection of the Consultant will be conducted in accordance with the procedures set out in the World Bank’s Procurement Regulations for IPF Borrowers (Revised September 2023). Only shortlisted candidates will be contacted.
