This participation request establishes a dynamic procurement system for social and health services. Service providers can apply to the procurement system by submitting a participation application in accordance with the participation request. The procurement system is valid for four (4) years from its establishment. The contracting authority may extend its validity with a new procurement notice.

The contracting unit reserves 20 working days for processing applications received by 10:00 on June 10, 2021, during the establishment phase of the dynamic procurement system. The first internal procurement tenders of the procurement system will target categories 1–3. They will be sent as soon as the applications received by the aforementioned deadline have been processed. The terms and service content of the internal tenders are drafts in the annex of the participation request, and the contracting authority may make clarifications before sending the final tender notice. Providers must carefully familiarize themselves with the final documents.

Category 4 Professional Support Personnel Activity.
The procurement concerns professional support personnel services. The services are intended for clients who have a need for support as defined in Section 11 of the Social Welfare Act. The service's task is to support the client and promote their well-being. The service strengthens the client's functional capacity and participation in all areas of life. The service's task is to support the client's strengths and ability to take responsibility for their own life. The service includes collaboration with the contracting authority, other service providers, and stakeholders as well as, where necessary, with the client's relatives and close ones. The service is based on the provisions of the Social Welfare Act (1301/2014).

Category 5 Initial Shelter Service.
The procurement concerns initial shelter services for homeless individuals. This is a temporary nighttime accommodation service, which can also accept intoxicated individuals. The purpose of the service is to promote the safety of homeless and intoxicated individuals. The service aims to provide clients with support, guidance, and counseling that enhances life management and helps them seek services that meet their needs. The service abides by the applicable quality recommendations for substance abuse services.

Category 6 Social Rehabilitation.
The procurement concerns social rehabilitation, which is a social service as defined in Section 17 of the Social Welfare Act. The aim of social rehabilitation is to enhance the client's functional capacity, participation, and life management, as well as to prevent social exclusion. It may include work activities, group activities, individual guidance, or practical skills training. Work activities can also be realized solely by providing a work activity place.

The procurement also concerns rehabilitative work activities based on the Act on Rehabilitative Work Activities (189/2001), which is a social service under the responsibility of the welfare area. The aim of rehabilitative work activities is to support the functional capacity, participation, and life management of individuals who have been unemployed for a long time and to promote their transition to education or the labor market. Rehabilitative work activities based on the Act can be provided by a registered association, a registered foundation, a government agency, or a registered religious community, but not by a company.
