The subject of the contract is to ensure the delivery, installation, and commissioning of photovoltaic power plants (hereinafter referred to as “PV Systems”) at 5 locations in the municipality of Ludgeřovice, including a turnkey battery storage system and public lighting connection, including training for responsible personnel of the contracting authority and related engineering activities. The subject of the delivery is the realization (installation and assembly) and the commissioning of the PV Systems on the roofs of selected buildings with a total output of 65.81 kWp and storage capacity of 81.2 kWh, including related engineering activities as necessary.

The subject of the contract is included in the project documentation for the installation of PV Systems at five locations, specifically:
1) PV System at ZŠ a MŠ Dolní škola: Installation of a roof-mounted photovoltaic system with no possibility of island operation (PV System) on the roof of the building located on land parcel No. 849 in the cadastral area [688410] Ludgeřovice. The panels on the roof of the building will be placed on a standing seam roofing. The PV System installation with a minimum output of 10.7 kWp will consist of a maximum of 20 photovoltaic panels with a nominal output of at least 535 Wp. The total usable capacity of the batteries is at least 11.6 kWh.
2) PV System at Post Office: Installation of a roof-mounted photovoltaic system with no possibility of island operation (PV System) on the roof of the building located on land parcel No. 490 in the cadastral area [688410] Ludgeřovice. The panels on the roof of the building will be placed on trapezoidal roofing. The PV System installation with a minimum output of 17.12 kWp will consist of a maximum of 32 photovoltaic panels with a nominal output of at least 535 Wp. The total usable capacity of the batteries is at least 11.6 kWh.
3) PV System at Firefighters: Installation of a roof-mounted photovoltaic system with no possibility of island operation (PV System) on the roof of the building located on land parcel No. 379/1 in the cadastral area [688410] Ludgeřovice. The panels on the roof of the building will be placed on trapezoidal roofing. The PV System installation with a minimum output of 18.19 kWp will consist of a maximum of 34 photovoltaic panels with a nominal output of at least 535 Wp. The total usable capacity of the batteries is at least 23.2 kWh.
4) PV System at Cultural Center: Installation of a roof-mounted photovoltaic system with no possibility of island operation (PV System) on the roof of the building located on land parcel No. 601 in the cadastral area [688410] Ludgeřovice. The panels on the roof of the building will be placed on trapezoidal roofing. The PV System installation with a minimum output of 10.7 kWp will consist of a maximum of 20 photovoltaic panels with a nominal output of at least 535 Wp. The total usable capacity of the batteries is at least 23.2 kWh.
5) PV System at MŠ Sovičky: Installation of a roof-mounted photovoltaic system with no possibility of island operation (PV System) on the roof of the building located on land parcel No. 753 in the cadastral area [688410] Ludgeřovice. The panels on the roof of the building will be placed on standing seam roofing. The PV System installation with a minimum output of 9.1 kWp will consist of a maximum of 17 photovoltaic panels with a nominal output of at least 535 Wp. The total usable capacity of the batteries is at least 11.6 kWh.

This is not a contract divided into parts; only the total bid price is the sum of the prices for the five locations, where the total bid price is specified in Appendix No. 1 of the ZD - Cover Sheet of the Bid.

The installed PV Systems will serve to produce electricity, and the project implementation through the installations of PV Systems will achieve energy savings at the specified points of consumption. Any surplus electricity will be stored in batteries.

The construction of the PV Systems will consist of the installation of PV panels on the roofs of the contracting authority's buildings. PV panels will be installed using a structural system designed for roof installation as specified in the project documentation. The structures will be arranged and set up to withstand the weather conditions of the given location.

The subject of the contract will thus include the provision of complete technology, installation of structures, PV panels, and storage for electrical energy accumulation. Furthermore, all necessary electrical installations and modifications of existing switchboards (if necessary) at the connection point. The contract also includes the preparation of documentation of the actual state.

The selected contractor's obligations as part of the performance of the contract also include related engineering, specifically ensuring the connection of the completed work to the electrical grid with the relevant distributor, which is ČEZ Distribuce, a.s. (hereinafter referred to as “the operator of the distribution system” or “PDS”), i.e., enabling permanent connection (hereinafter referred to as “UTP”) based on the issued final operational announcement of the distribution system operator; handling all necessary permits, consents or licenses from the Energy Regulatory Office (or its extension) or another state administration or self-government authority, including the preparation of all necessary documents, if necessary for the proper use of the work. The contracting authority will provide the contractor with all necessary cooperation for this purpose.

The proposed PV Systems, including storage, will meet the requirements specified in the procurement documentation and its appendices in terms of scope and operational characteristics. The starting basis for preparing the bid is Appendix ZD No. 4 (Project Documentation) and Appendix ZD No. 6 (Table of Technical Specifications).

The contractor will comprehensively perform all activities from the supply and installation of the PV Systems to the commissioning of the PV Systems. The subject of the contract thus represents a complete turnkey delivery, including securing all activities necessary to put the power plant into operation (UTP, and other explicitly unmentioned activities necessary for fulfilling the contracting authority's project intention).

A more detailed technical and technological description of the individual components of the subject of this contract is contained in the project documentation (Appendix No. 4 ZD) and the table of technical specifications (Appendix No. 6 ZD), while other relevant information that participants are obliged to follow is contained in the connection agreements (Appendix No. 5 ZD).

Therefore, the contractor will ensure complete, functional, and flawless execution of all construction and assembly work, including the delivery of necessary materials and equipment required for the proper completion of the work and carrying out engineering activities, fulfilling all conditions for the possible issuance of a certificate of occupancy / occupancy decision and connecting the PV Systems to the distribution network.
