The purpose of this framework agreement to purchase orders and to subsequent contracts is to provide assistance and technical diagnostics in the management of polluted sites and soils in the departments of Meurthe-et-Moselle, Moselle, the Meuse and the Vosges. This contract is a framework agreement to purchase orders and subsequent contracts within the meaning of articles L. 2125-1 1º, R. 2162-1 to R. 2162-10, R. 2162-13 and R. 2162-14 of the public procurement code. This framework agreement is multi-beneficiary. At the discretion of the contracting authority, the framework agreement will be made up of at least two contractors and a maximum of four contractors. The framework agreement is concluded for an annual amount:

- without minimum amount,

- without maximum amount.

The services are described in the specific technical specifications and include in particular:

- the visits, trips, meetings and vacations necessary for the execution of the missions;

- carrying out reconnaissance and sampling operations on soil, surface water, groundwater, ambient air and soil gas;

- carrying out analyzes and research into organic and metallic pollutants on these different matrices;

- carrying out environmental diagnostics, health risk analyzes (EQRS, ARR), Management plans (PG);

- the assistance and advice missions specified in the CCTP. For certain services not listed in the unit price schedule, these may be subject to competition between the providers selected with a view to establishing subsequent dedicated markets, insofar as the precise definition of the need does not could not be correctly determined.
