Nasjonal sikkerhetsmyndighet (NSM) [the National Security Authority (NSA)] intends to procure a new website with a modernised look and functionality that reinforces NSA as a relevant and future oriented authority. The website must be dynamic, and the front page must be able to change from being static in normal situations, to being news driven, for example by large data enquiries. It must therefore be easy emphasise core content, preferably through a module based solution.

The website must both cover NSA's need to communicate, but also deliver what users want to find, and the goal is i.a. To reduce the number of email and telephone enquiries to NSA, by the user to a greater extent finding what they need on the website. In addition, NSA wants a stable publication platform that supports NSA's current and future need for, for example, integrations and self-service. It is desirable that the solution has a good and reputable security level, despite the content on the page being general information to the public.
