Specialist planning service HLSK according to §55 HOAI part 4, section 2, LPH 1-9

Project scope:

On behalf of the City of Nuremberg, WBG KOMMUNAL GmbH is supervising the construction of a new day-care centre (Haus für Kinder) in the district of Höfen (3432) (Muggenhof district). This consists of a crèche area (2-group, 24 places) and a kindergarten area (2-group, 50 places) and is located at Lortzingstr. 8 +10.

The user (Youth Welfare Office of the City of Nuremberg) specifies approx. 656 m² of usable space and an outdoor equipment warehouse of approx. 30 m² in the space program. The gross floor area is approx. 980 m² with a (2-)3-storey building.

The existing buildings on the site have to be demolished.

On the 1,900 sqm building plot (corridor no. 944 and 941/8), multi-storey residential areas are to be planned beyond the daycare center with the aim of optimal use of the property and maximized according to the surrounding development (III+D). The necessary outdoor facilities of the daycare center with 10 square meters/child for 75 children must be taken into account (areas without educational utility such as narrow spacing areas and access roads cannot be used for a proof of area in this regard).

At the end of service phase 2 according to HOAI, the client will make the decision, depending on the results of phase 2, to build either the daycare center and residential development as an integrated building mass in one go or as self-contained separate buildings on separate plots.

If the daycare center and residential development were to be built as an integrated building mass in one go, the planning contract would include the residential building share - without any increase in the fee zone or any surcharges, with common/undivided chargeable costs.

If, depending on the concept, the daycare center and residential development were to be erected as self-contained separate buildings on separate plots of land, the client reserves the right not to commission the residential development if necessary.

Due to the open-ended concept development and depending on the scope of the commission, only a moderate estimate of residential building areas amounting to approx. 600 sqm GFA is taken into account in the building mass assumption.

Budget:

The client has estimated costs of EUR 6.3 million "net" KG 200-700 and EUR 4.3 million net KG 300-400 for the aforementioned measure.

Assuming a distribution between KG 300 and 400 of 70% to 30%, the determination of the HOAI specialist planning fee HLSK results in approx. EUR 580,000 net chargeable costs.

Scope:

The tendered services of the specialist planning HLSK for buildings in accordance with §55 HOAI are commissioned in stages. At a minimum, level 1 services are awarded. If they are commissioned, further service phases will be called up in whole or in part, in the following stages:

Stage 1: HOAI performance phase 1 - 2

Stage 2: HOAI performance phase 3 - 4

Stage 3: HOAI performance phase 5 - 7

Stage 4: HOAI performance phase 8 - 9

The contractor is not entitled to the commissioning of further services or levels 2 to 4 [in whole or in part]. No additional fee or compensation claims can be asserted from the phased commissioning.
