The project includes the procurement and installation of equipment for the creation of a national electronic citizen authentication system that complies with the highest security standards and is compatible with the European Regulation (eIDAS 2.0) and the European Regulation for the Digital Identity (European Digital Identity Regulation), which will offer an advanced set of authentication services. Additionally, the creation of a central interoperability hub for citizen authentication services (Citizen Identity Hub) and the infrastructure for providing approved electronic signature certificates to Greek citizens is included. The offered system must be able to successfully service the entire production - issuance cycle (collection of supporting documents and biometric data, management of applications and data, personalization of security documents, quality control of personalized documents) of security documents.
The Contracting Authority considers a reasonable deadline for the delivery of the Integrated Information System for Security Documents, and the related implementation services, as well as the digital identity and authentication services (hereinafter “Main Project”), the period of 18 months. As part of the Main Project, the Contractor must implement and deliver the following:

Development environment implementation services - operational functionality and development, Completion Services
Test migration and Acceptance Testing period
Training
Trial Operation Period
After the final delivery and acceptance of the Main Project, the operation and maintenance period of ten (10) years begins, during which the contractor will provide the following services:
- Operation and maintenance of the system
- On-site support
- Telecommunications services
- Supply of other consumable materials (envelopes, barcode labels, boxes).
- Supply and Personalization of security documents
Specifically:
Period A (3 years): During the first three (3) years from the final acceptance of the Main Project, the contracting authority will procure 6,420,000 security documents of type ID1 and 1,050,000 security documents of type ID3.
Period B (7 years): During the remaining seven (7) years of the contractual duration, the contracting authority will procure up to 32,580,000 security documents of type ID1 and up to 7,150,000 security documents of type ID3, according to its needs.
At the same time, it will be able to personalize other security documents (type ID-1, ID-3) if required in the future.
Any time during the operation and maintenance period, upon decision of the Contracting Authority, an option right may be exercised concerning:
a) the extension of the provision of services of the operation and maintenance period for an additional period of up to 5 years total, from the original expiration date, and/or
b) the extension of the supply duration and the personalization services of security documents until the quantities of the contract are exhausted and in any case, not beyond five (5) years from the original expiration date of the operation and maintenance period.
The option right can be exercised with a unilateral statement of the contracting authority to the contractor once or multiple times for a minimum period of one (1) year and a maximum of five (5) years.
