The procurement is for parallel framework agreements for consultancy services, including reviews, preliminary engineering design services, engineering design services, preparation of tender documentation, construction management and general consultancy.
Consultancy services are requested for the following professions:
Part 1 ARK — Architect services
Part 2 RIB — Construction techniques
Part 3 RIVVS — Ventilation, heating, santiation
Part l 4 RIE — Electro techniques
Part 5 RIBr — Fire
Part 6 RIAUT — Automation
Part 7 ENØK consultancy (energy saving)
Part 8 Dam safety
Part 9 Municipal engineering
including roads, water, sewage, sanitation, area planning/regulation and all naturally related professions.
Part 10 Water environment; marine biology and limnology
Part 11 General construction and project management
The service provider can also be used for technical project management for parts 2-6. In addition the chosen service provider in parts 2-6 could have to carry out independent inspections. Service providers that do not have such competence by the tender deadline must acquire this knowledge at the latest within six months from when the contract is signed.
The contracting authority intends to enter into a contract with two service providers for each part. After the framework agreement has been signed, the contracting authority will ask the service provider who is set as no. 1 whether he can take on the assignment within the given framework, if not, a request will be sent to service provider no. 2.
The contracting authority can also choose to use mini competitions to choose the service provider. The award criteria in the mini competitions will be the offered competence and price.
Mini competitions will be held for procurements where the value is estimated to be more than 500 000 NOK.
The contracting authority reserves the right to announce separate tender competitions for major and/or special and/or complicated projects. The contracting authority alone will decide what is ‘major’, ‘special’ and ‘complicated’ and this will be based on an assessment of each project.
