The subject of the tender is the development of the "Federal Portal for Invasive and Alien Species" (IAS Federal Portal for short) with the system modules IAS Portal Specialist Application and downstream IAS Portal Release DB, including the provision of operational readiness by the contracting party (ANS).
On the basis of EU Regulation No. 1143/2014 on the prevention and management of the introduction and spread of invasive alien species, the BfN is regularly commissioned to submit a corresponding report to the European Commission. The next report will be prepared in mid-2025 and is to be implemented via the IAS Federal Portal. In summary, the tasks of the tendered system modules IAS Portal Business Application and Downstream IAS Portal Release DB can be described as follows:
· Establishment of a specialist application to support administrative action on the basis of continuous data enrichment,
· Automated preparation of the regular EU report and further evaluations on the basis of a released database of recorded factual and assigned geodata,
· Support of interdepartmental workflows, e.g. for the notification and management of invasive and alien species (IAS)
The development of the IAS Federal Portal is to take place in several expansion stages.
In an upstream feasibility study, the technical feasibility of selected core requirements for the overall IAS Federal Portal system has already been examined and evaluated. The core requirements selected for this purpose touched on all system modules of the IAS Federal Portal. Across all systems, essential requirements for the aspects of data management, data protection and IT security as well as the system architecture were worked out. Since the BfN will operate the IAS Federal Portal itself after completion, the developed system architecture is mainly based on the systems and known technologies already available in the BfN.
The subject of the call for tenders is now the development of the "Federal Portal for Invasive and Alien Species" (IAS Federal Portal for short) with the system modules IAS Portal Specialist Application and Downstream IAS Portal Release DB, including the establishment of operational readiness by the contracting party (ANS).
As part of the feasibility study, it was inevitably not possible to analyze all the requirements of the technical specifications. In this respect, detailed concepts, including the model-like visualization of the future user interfaces, will be an essential part of the subject matter of the contract in addition to the actual implementation and setup of the system modules IAS Portal Business Application and IAS Portal Release DB.
The development and provision of the IAS Portal Business Application, including the downstream IAS Portal Release DB, will be based on the deadline for submission of the EU report to the European Commission. The structure of the work breakdown structure is thus based on project phases and the associated different expansion stages of the IAS Portal Business Application and IAS Portal Release DB in order to enable the timely preparation of this EU Report 2025 with the highest priority. The aim is to implement it in three phases.
Stage 1:
- Implementation of all requirements for setting up a working system including the functions for generating the EU report on the BZR 2025 for the Union List Types (IAS)
- Result: Provision of the productive environment "BZR 2025"
- Provision of services until: October 2024
Stage 2:
- Implementation of all other requirements, in particular the extension of the system to include technical workflows for the management of alien species; Connection of external portals for the transfer of factual and spatial data of Union List Species (IAS) and alien species
- Result: Provision of the productive environment "BZR 2031".
- Provision of services until: February 2026
Phase 3:
- Operation and maintenance
- Result: Ensuring stable and error-free operation of the IAS-Portal specialist application, IAS-Portal release environment, support of existing interfaces to external portals of the federal states as well as the interface to the IAS-Portal website www.neobiota.de
- Provision of services from the end of phase 2 over a period of 24 months
