Description:
Integrated rescue operations management solution

The Walloon Brabant Rescue Zone (ZSBW) is looking for an integrated rescue operations management solution in order to:

- receive and manage requests for interventions and reinforcements from, among others, an emergency call center 112, interveners in the Zone, another rescue zone, a citizen, etc. These requests can be transmitted by an XML-type computer file, a telephone call, an electronic locker (e-locket), radio communication, etc.

- make proposals for sending means respecting the rules of the fastest adequate aid (AA + R) based on the intervention address, the type of intervention and the availability of human and material resources;

- alert human or material resources in an automated or manual manner by at least the following means: paging, SMS, SDS, Public address (PA), radio, computer interface, third-party mass alert system (via Webservice);

- manage the availability of human and material resources, both for professionals and for volunteers;

- recall available staff;

- support rescue operations;

- ensure the automatic and manual recording of data related to the intervention: timing of resources, quality and quantity of resources, personnel present, note of actions (handrail) of the dispatcher, the chief of operations, etc.

- allow the drafting of an intervention report according to the model of the internal SPF by taking up the data previously recorded while ensuring a pre-established approval path;

- allow consultation, management and archiving of intervention reports;

- have the data necessary for statistical analyzes of the operational activity of the area;

- have a real-time supervision tool for the availability of resources in the area in a global manner, by post or by type;

- measure the availability of human and material resources;

- disseminate and display information intended for operational personnel (SMS, paging, display screens, specific printers, web page, etc.).
