Scientific support, evaluation and further development of the modular training of the BEP Hessen 2021 ff.
BEP module training for youth welfare and schoolsLot 1 comprises the scientific support, evaluation and further development of the modular training of the BEP in Hesse for the youth welfare and school sector.
The state of Hesse (a cooperation between the Hessian Ministry of Social Affairs and Integration and the Hessian Ministry of Culture = the client) launched a comprehensive training program for children from 0 to 10 years of age in Hesse (BEP) for the first time in 2008 as part of the nationwide implementation of the education plan for all specialists and teachers in the elementary and primary sector, including child day care.
The BEP module offer must be aimed at the BEP multipliers group of 200 trainers, 184 of them from the youth welfare sector (mostly self-employed as well as employees of Hessian institutions to a small extent) and 16 from the school sector (teachers).
For the project period, the following objectives arise with regard to lot 1:
- The state training courses on BEP are continuously evaluated, reflected upon, checked and further developed.
- The BEP multipliers group is closely monitored and supported.
- There is a systematic take-up of new impulses from science and practice in order to expand technical expertise. It follows that the contractor must have a high degree of flexibility with regard to changing priorities in the course of the project.
The services to be provided to achieve this include:
- Scientific support for the BEP multiplier group through the preparation and provision of new scientific findings in elementary and primary schools;
- Preparation of training documents;
- individual advice to multipliers;
- Carry out up to 150 observations;
- Further qualification and management of the 13 mentors;
- Evaluation of the further training modules at the 200 BEP multipliers by means of a full survey using an online process
- Networking of all actors including face-to-face events / cluster meetings;
- Further development of online-based BEP module training in the light of the corona pandemic;
- Provision of communication platform;
- Provision of an evaluation platform in coordination with the accounting office of the State of Hesse;
- Qualification of successor BEP multipliers;
- Further development of the 13 existing BEP modules;
- Further qualification of the BEP multipliers in 1 to 2 additional modules;
- project management.
The services of lot 1 are to be provided in the period 01/01/2021 to 07/31/2022. There is an option to extend it for a further 2 years (1.8.2022 to 31.7.2024). The decision on the extension will be communicated by the client no later than 3 months before the end of the first assignment (April 30, 2022).
There is a maximum budget of EUR 700,000.00 net for the contract period for lot 1 from January 1, 2021 to July 31, 2022.
For the period of the optional contract extension (August 1, 2022 to July 31, 2024), a maximum budget of EUR 840,000.00 net can be assumed. The aforementioned budget is subject to the availability of sufficient budget funds in these years.
The Hessian Ministry of Social Affairs and Integration and the Hessian Ministry of Culture are the recipients of invoices and payments for the services for scientific support, evaluation and further development of the modular training courses of the BEP in Hesse for the youth welfare and school sector (lot 1).
BEP advanced training, specialist advice for day care centersLot 2 comprises the scientific support, evaluation and further development of the further training courses of the BEP in Hesse for specialist advice for youth welfare on the BEP and for focus child day-care centers.
The state of Hesse (a cooperation between the Hessian Ministry of Social Affairs and Integration and the Hessian Ministry of Education and Cultural Affairs) launched a comprehensive training program for all specialist and teachers of the elementary and primary level including child day care, which reflects the principles and content priorities of the BEP and has been continuously developed since then.
It is a basic course of 4 event days and eight advanced courses of 3 event days each.
The module offer must currently be aimed at 18 multipliers.
For the project period, the following objectives arise with regard to lot 2:
- The state training courses for specialist advice from youth welfare services on BEP and for priority day-care centers for children (SP daycare centers) are continuously evaluated, reflected on, checked and further developed.
- The multiplier group for the BEP and SP day-care centers is closely monitored and supported.
- There is a systematic take-up of new impulses from science and practice as well as new political priorities of the state in order to expand the professional expertise of the trainers. It follows that the contractor must have a high degree of flexibility with regard to changing priorities in the course of the project. In addition, he must be able to transfer these requirements precisely to the daycare management level and its advanced training.
The following services must be provided to achieve this goal:
- Scientific support for the group of female trainers for BEP specialist advice and SP-Kita specialist advice by processing and providing new scientific knowledge in elementary and primary areas;
- Preparation of training documents;
- individual advice to multipliers;
- Carry out up to 18 observations;
- Evaluation of the further training modules at the 18 multipliers by means of a full survey using an online procedure;
- Networking of all actors including face-to-face events / cluster meetings;
- Further development of online-based training in the light of the corona pandemic;
- Provision of communication platform;
- Provision of an evaluation platform in coordination with the accounting office of the State of Hesse;
- Further development of the 9 existing training modules;
- Further qualification of the multipliers;
- project management.
The services of lot 2 are to be provided in the period 01/01/2021 to 07/31/2022. There is an option to extend it for a further 2 years (1.8.2022 to 31.7.2024). The decision on the extension will be communicated by the client no later than 3 months before the end of the first assignment (April 30, 2022).
A maximum budget of EUR 150,000.00 net is available for the contract period from 1/1/2021 to 7/31/2022.
For the period of the optional contract extension (August 1, 2022 to July 31, 2024), a maximum budget of EUR 190,000.00 net can be assumed. The aforementioned budget is subject to the availability of sufficient budget funds in these years.
The Hessian Ministry for Social Affairs and Integration is the recipient of invoices and benefits for the services for scientific support, evaluation and further development of the modular training courses of the BEP in Hesse for youth welfare and schools (lot 2).
