Pre-qualification for competitive dialogue:

The purpose of the competitive dialogue is to reach final project proposals for systematic experiments to increase the completion of upper secondary education. The experiments will start up as of autumn 2016. The present announcement describes how the research tenderers can qualify to participate in the competitive dialogue. Applications for pre-qualification should provide a brief and general description of the measures to increase the competition in upper secondary education which the tenderers are planning to systematically try out. The application must contain a letter of intent with the regional government or the county municipalities in which the tenderer plans to cooperate with. The application shall further fulfil the qualification requirements discussed under point four in this document. The pre-qualification of the research tenderers will occur based on the selection criteria discussed under point 5. The Ministry intends to invite about five qualified tenderers/teams to dialogue meetings with the Contracting Authority. The dialogue between the Contracting Authority and tenderers occurs according to PPR §20-8. All research tenderers that pre-qualify and are thereby invited to the dialogue phase will be compensated for work related to the tender, with 150 000 NOK including VAT per application/team. The Ministry encourages collaboration between various research institutes and requests also that the research tenderers consider establishing cooperation with relevant international research institutes cf. the awarding criteria under point 6. The same research institute can apply for several projects in this announcement. The dialogue phase of the tender contest will continue until the Contracting Authority closes the process and requests an official tender offer including a final project description from the research tenderer, cf. point 2.2. for more detailed representation of the dialogue phase of the tender. The Contracting Authority can also choose to close the dialogue with a certain tenderer if the drafted project proposal is assessed to not be able to meet the requirements the Contracting Authority imposes on the assignment. In such cases, the Contracting Authority reserves the right to truncate the funds that are given to the research tenderers for work with the tenderer. The final offers on solution proposals will be evaluated in accordance with PPR §20-9. The awarding criteria for the final tender offer for solution proposals is described under point 6 of this tender document. These criteria will be able to be supplemented or clarified as a result of the dialogue.
