the needs of this consultation are part of the operation relating to the MGP for the design, construction, operation and maintenance of the South Waste Pole (Pds) of Pierrefonds. The PDS consists of a SRF preparation unit from the OMR, including a methanation unit, and a CSR plant. The missions entrusted to the Holder are detailed in the CCAP and PFE and cover 4 parts: "design" (known as "Studies"), "completion of the realization" (known as "works"), "operation" and "maintenance".

The needs of this consultation concern the following 3 subsets:

- autonomous establishment of the OMR preparation and sorting centre,

- completion of the construction of a biogas plant,

- completion of the construction of a CSR plant processing locally produced SRF from other CSR production sites on Reunion Island, with a capacity allowing the production of electricity up to 15 MW
