Renovation of the Mareissaal, Kolbermoor - Services according to §§33 ff HOAI-LPH 1-9

Refurbishment of the Mareissaal, Kolbermoor - services according to §§33 ff HOAI-LPH 1-9 (further information - see II.2.4 and tender documents).

The object of the order is the provision of step-by-step commissioning services of object planning for buildings and interiors in accordance with §§ 33 ff HOAI - LPH 1 - 9;

The city of Kolbermoor intends to rebuild and modernize its historic building at Rosenheimer Straße 8, 83059 Kolbermoor, built in 1875/76 and rebuilt in 1990, the southern part of which consists of the "Mareissaal", which is used for social, corporate and private events.

This is a divisible event hall (area of large hall with stage: approx. 334 m²; Area small hall with stage: approx. 205 m²) with stage and gallery (area: approx. 72 m²) and foyer (area: approx. 64 m²).

The hall offers space for events

- with a maximum of 330 people with table seating,

- with a maximum of 300 people with table seating with dancing and

- a maximum of 391 people in row seating.

In particular, there are energy, fire protection and safety deficits as well as with regard to accessibility.

The city's goal is to make the building accessible again for long-term use as a modern event center that complies with public law regulations and recognized rules of technology. In particular, the restaurant and the building are to be designed in such a way that, based on this, a good and needs-based management of the Mareissaal can take place. It remains to be seen whether the restaurant will be used to the same extent as before, or whether it will instead only be used as a bistro with a correspondingly smaller kitchen. A structural analysis of the existing structure has shown that the roof structure can also withstand future loads. In particular, there are also load reserves for the possible application of a photovoltaic system.

From today's building physics point of view, the design of the foyer area in the central building as a glass building is to be assessed as unfavourable. In this respect, there are considerations to convert or redesign the entire central building with kitchen and foyer. In this respect, the city of Kolbermoor attaches great importance to a representatively designed entrance and foyer area.

Overall, the use and design is to be adapted to the current needs of Kolbermoor's citizens and associations. Against the background of a need that has not yet been fully determined, the property planner has to determine the specific user requirement for the property in a first step upstream of the actual planning as part of a requirements planning.

For this purpose, the architect must already submit a concept in the context of the submission of the offer, from which his specifically intended approach within the framework of the requirements planning results. The result of the demand planning should be a user requirements program, from which concrete solution variants are to be developed as part of the actual planning. The city of Kolbermoor also intends to ensure appropriate participation of citizens and key stakeholders of the city (associations and other user groups). In this context, the architect's task is to provide planning support and evaluate the resulting proposals. In his concept, the architect must explain how he intends to evaluate and integrate the results of public participation into the requirements planning. The concept is subject to bid evaluation and, after negotiation, becomes part of the architect's contract.

If necessary in the context of needs assessment, specialist planners and special experts (HLS, electrical, structural engineers, building physicists) are provided. However, the awarding of the specialist planning services for the actual conversion planning should only take place after the needs have been determined. The city of Kolbermoor currently expects construction costs of € 6.5 million gross (KG 300,400, 600, 700 within the meaning of DIN 276). The architect is to start with the requirements planning services immediately after commissioning (probably Feb. 2024). The actual start of planning is scheduled for September 2024. Construction is scheduled to begin in spring 2026. The city of Kolbermoor is currently assuming a two-year construction period, which, however, may still be subject to changes depending on the demand planning.
