The Federal Council's measures to support the economy during the 2020 corona pandemic include simplifications for drawing short-time work compensation (KAE). Among other things, the so-called "summary accounting procedure" was introduced, which greatly accelerates both the advance notification of short-time work and the application and accounting of KAE. Because of these simplifications, an increase in potential abuses is to be expected.

The internal resources are insufficient to carry out the large number of analyzes and controls with the necessary security and legal conformity. SECO therefore needs external support from two specialized companies for the implementation of employer controls (auditing) and the legally secure implementation of controls, including legal proceedings.
