Communication concept and accompanying public relations work for the urban development project Cologne-Kreuzfeld

The City of Cologne is looking for an office/agency for the Cologne-Kreuzfeld urban development project, which will take over the communication and accompanying public relations work for the years 2024 to 2028 on the basis of a communication concept. The aim is to continue to make the implementation of the planning for the new district transparent, to continue to involve the citizens in the process and to create a project identity. As part of the creation of the communication concept, the different phases of the planning and development process are to be analysed and the challenges and potentials of the overall project and the sub-projects are to be identified, taking into account the different project topics and target groups.

At least 3,000 residential units and new jobs are to be created on an area of around 80 hectares in the new "Köln-Kreuzfeld" district in the Chorweiler district. The aim is to develop multi-use open spaces, social, cultural and educational facilities as well as different ways of working. Infrastructure and climate protection are also to be taken into account.

The design "The Woodhood - Kreuzfeld Garden City 2.0", which was selected as part of the urban planning competition, is currently being further developed and conceptually reviewed in the so-called integrated planning. After the successful completion of the current planning phase in 2023, the development of the new Cologne-Kreuzfeld district is moving into a new planning step - here the technical requirements and plausibility check of the planning and implementation will be checked in order to form the template and basis for the following urban land use planning. The aim of urban land-use planning is to create building rights in the sense of the urban master plan.

To accompany the next planning phases, transparent and open communication in the ongoing planning process, participatory and active participation of the public, as well as the implementation of participation through different formats are to be continued. The interest groups and stakeholders from the public and political sphere, with their specific expectations of the development of the new district, must be taken into account in the communication concept.

Against this background, the intention is to award the services of project communication and implementation of public events and participation for the Cologne-Kreuzfeld urban development project for the period 2024 to 2028 (48 months).

The services deemed necessary are essentially divided into five modules.

- Service module 1 - Communication concept in the context of spatial/structural planning:

Establishment of continuous public relations work that provides a transparent flow of information about the planning and developments of the urban development project, whereby the planning content and process are prepared and communicated in a comprehensible and illustrative way. Promote the involvement of the various interest groups and target groups as well as participation and acceptance of the upcoming state of planning.

- Service module 2 - digital communication: Development and maintenance of the website, including via the city's social media channels and a newsletter campaign.

- Service module 3 - creative work: Development of motifs for public relations work as well as design of print media (such as posters and flyers)

- Service module 4 - Implementation of public events including moderation: Conception, preparation and follow-up as well as moderation of public events including participation procedures. At least one public event per year is planned.

- Service module 5 - Documentation and reporting: Preparation of documentation brochures, reporting, print publications.
