Planning services of the company organization for the preparation of an RPW planning competition

In preparation for an architectural competition (RPW), the user target requirements and the following contents are to be updated on the basis of the already existing target concept:

• Operational and organizational concept

• Space and function program

• Development of standard room types

The aim is to complete and examine the framework conditions in the field of business organization in order to ensure the necessary conditions for the feasibility and implementation of an architectural competition.

The University Medical Center of Johannes Gutenberg University Mainz (hereinafter referred to as the "client" or "UM") is the only medical institution providing supramaximal care in Rhineland-Palatinate and an internationally recognized science location. It comprises more than 60 clinics, institutes and departments that work together across disciplines and provide inpatient and outpatient care to more than 350,000 people every year. Highly specialized patient care, research, and teaching form an inseparable unit at the Mainz University Medical Center. 3,400 students of medicine and dentistry as well as more than 600 specialists in a wide variety of health professions, commercial and technical professions are trained here. With over 8,500 employees, the Mainz University Medical Center is also one of the largest employers in the region and an important driver of growth and innovation.

The University Medical Center of Johannes Gutenberg University Mainz (UM) is currently implementing one of the largest construction programs in the German healthcare system. In the next few years, a forward-looking infrastructure is to be built on the core site of the existing UM campus as part of a major restructuring and renewal measure, which is intended to ensure the excellence, work and profitability of the university medical center at the location.

Part of this restructuring provides for a first construction phase on the core site of the UM at Langenbeckstraße 1. In the future, the most important central core functions of the UM will be located here. These include the Central Emergency Department, various clinical outpatient clinics, the central operating theatre including cardiology/cardiac catheters as well as intensive care and intermediate care as well as general care. After the implementation and commissioning of the first construction phase and the partial replacement of the existing building, further construction phases and renovation phases are planned.

This vision was developed in cooperation with the Ministry of Science and Health of Rhineland-Palatinate (MWG) and the Mainz University Medical Center as part of a master construction plan in 2022 and is based on an initial updated medical performance and structural analysis as well as a study on structural feasibility, which roughly defines the urban structure in the sense of a building mass study (as of September 9, 2022). For the implementation of this project and all associated challenges (expert opinions, dismantling, implementation during ongoing operations, necessary rows and the construction of interim buildings), the state of Rhineland-Palatinate has promised around 2.2 billion euros in stages until 2040.

In addition to determining the user's needs, the aim is to complete and examine the framework conditions in the field of business organization in order to ensure the necessary conditions for the feasibility and implementation of an architectural competition. In the area of business organization, relevant processes and working methods must be analyzed and evaluated, also with regard to profitability and the future medical portfolio and the desired center formation. Furthermore, the employee structure, organizational structure and number of workplaces must be recorded and evaluated.
