The tender contest concerns a framework agreement for winter operation (winter maintenance) for 2 seasons with option for a 2-year extension, for 1 year at a time. The aim of this procurement is to ensure accessibility and optimum road grip for all road users in Ås Municipality in the winter.
The contract value is estimated to be above the EEA threshold. The need is uncertain. Historically, the contracting authority has procured services from NOK 1 250,000 to NOK 1,800,000 excluding VAT a year in recent years. The volume can vary both up and down, and will during the agreement period depend on, among other things, the contracting authority's needs, activities, budget situation and other framework factors. Estimated total annual value: NOK 1,250,000 to NOK 1,900,000 excluding VAT. The estimated value is not binding for the contracting authority.
Maximum value including options and expected price increases: NOK 8,000,000 excluding VAT.
The framework agreement will be terminated automatically if the maximum value including any options and expected price increase has been reached. A reservation is made that the contracting authority may nevertheless make changes in accordance with the Public Procurement Regulations § 28-1 after the maximum value is reached.

Sub-tenders/groups
Tenders can be submitted for one or several areas. Sub-tenders and alternative tenders cannot be submitted for an individual lot.
Tenders can be given for one or more of the geographical lots: Geographical zoning: Lot 1: Nordby - Solberg (estimated value NOK NOK 300,000 excluding VAT) per year. Lot 2: Nordby - Togrenda and Nordbytun (estimated value NOK 600,000, excluding VAT) per year. Lot 3: Nordby - Nesset, Vinterbro (estimated value NOK 290,000, excluding VAT) per year. Lot 4: Saltrute Nordby - Kveldroveien and Myråsdalen (estimated value NOK 55,000 excluding VAT). Lot 5 Tuv: (Estimated value NOK NOK 290,000, excluding VAT) per year.
The contracting authority retains the right to divide the contract between multiple tenderers and to assume all or parts of a tender.
Contract
The procurement will be regulated by the attached contract with the associated standard terms.
The contract will be valid from and including 2021-11-01 until and including 2021-11-01, with an option for the contracting authority for a further extension for up to 2 years, for 12 months at a time.
The contracting authority shall enter into an agreement with 1 or more tenderers, if a sufficient number of qualified tenderers submit tenders.
The contracting authority expects that the tenderer is familiar with the contract provisions and makes the necessary internal clarifications in such a way that a contract can be signed if awarded.
