The contest is for a framework agreement for tourism services for the municipalities that are affiliated to Vesterålen Regional Council. The number of participating municipalities is subject to change.

The contract value is estimated to be above the EEA threshold. The estimated value is not binding for the contracting authority. The need is uncertain. Historically, the service has had a total cost limit for the participating municipalities of approx. NOK 3 million excluding VAT a year in the last 3 years. The volume will be dependent on amongst other things, the contracting authority's requirements, activities, budget and other framework factors. The contract is subject to political approval in the municipalities and the regional council.

Estimated annual value: NOK 1,000,000 - 3,000,000 excluding VAT. The estimate is not binding for the contracting authority. The maximum value, including any options and anticipated price increase: NOK 15,000,000 excluding VAT.

Sub-tenders/groups

Tenders cannot be submitted for parts of the assignment, and alternative tenders are not allowed. The contracting authority has considered dividing the assignment in accordance with PPR section 19-4, but has decided that it is not appropriate for this procurement. The contracting authority retains the right to accept all or parts of a tender.

Framework agreement

The assignment will be regulated by the attached framework agreement with the accompanying standard agreement terms.

The framework agreement will be valid from and including 2021-12-01 until and including 2023-11-30, with an option for the contracting authority for a further extension for up to 2 years, 12 months at a time.

The contracting authority will enter into a contract with one (1) supplier.

The contracting authority expects that the tenderer studies the contractual terms and makes the required internal clarifications in such a way that a contract can be signed if awarded.
