Scheldestromen Water Board is a government organisation whose tasks are the care of the flood barrier and the integral water management (water system and wastewater purification). Care for the roads in the outskirts is also the responsibility of the water board.
The water board is headed by the general assembly and the daily decisions are taken by the executive board. The official organisation is headed by the Secretary-Director. The management area of the Scheldestromen water board concerns the area of the Province of Zeeland with an area of 190,273 hectares, where 391,142 people live.
The main branches of the Scheldestromen Water Board are the offices in Middelburg and Terneuzen. In total, about 460 people work at Scheldestromen Water Board.

The core of the Assignment for carrying out pavement studies and issuing pavement recommendations for approximately 150 locations within the management area of the Scheldestromen water board every year. At the time of publication, the exact locations are not yet known. These will be announced to the contractor as soon as possible after (intended) award.
In addition, "separate" assignments for hardening studies/advice within the framework agreement will also be requested.
In addition, it must be possible to have the following studies/measurements carried out (not exhaustive), appropriate to the nature of the Framework Agreement under the terms of the Framework Agreement:

The locations (road sections) for the pavement studies are announced to the contractor no later than 1 April of each year (with the exception of individual assignments).
For the execution of hardening studies/advice, the estimated value for this agreement is € 250,000 per year.
