This consultation, held in the form of an open call for tenders, concerns the operation of the collective thermal installations of the municipal buildings of the City of Le Bourget under a contract of results type PF (I) (Package Benefits and Profit). It shall be concluded for a period from the date of notification to the holder (and no earlier than 1.10.2021) until 30.9.2029.

The contract relates to the operation of the collective thermal installations of 21 municipal buildings under a PF (I) results contract (flat-rate benefits and profit-off). These facilities include heating (according to various types of energy supply: gas, electricity, fuel oil, district heating system (RCU), domestic hot water, ventilation (VMC and CTA). The contract includes services paid on a flat rate for the provision of services (P2): operating, driving, maintenance, standby, preventive and corrective maintenance of facilities; energy management with profit clause (I); and major maintenance and renewal services, with management transparent, installations subject to this contract (P3). The contract is also subject to a single award framework agreement with no minimum or maximum as regards services “out of package” entered into pursuant to Article R. 2162-2 paragraph 2 and Article R. 2162-4 3 o of the Public Order Code. This framework agreement lays down all contractual provisions. It is executed as purchase orders are issued, in accordance with Article R. 2162-13 of the Public Order Code. The services relate in particular to P5 works — carrying out other works on installations, objects of the market or related installations.
