The target of the procurement is a gas chromatograph-triple quadrupole mass spectrometer (GC-MS/MS) installed in working order for the customer (SYKE Laboratory Center), as well as equipment operation training and a two-year predictive annual maintenance contract. The device offered must include both a gas chromatograph and a mass spectometer.
In connection with the acquisition, the gas chromatograph-triple quadruple equipment currently in use by SYKE must be redeemed. Upon redemption, the Supplier shall pick up the device no earlier than three (3) months after the delivery of the new one. A separate deed of sale is made for the sale of the old equipment, but the price offered for the old equipment must be entered in the price section of the request for quotation. More detailed information on the equipment is given in Annexes 1 and 2 to the invitation to tender.

The costs of a two (2) year maintenance contract shall be reported separately from year to year.
In accordance with its values, the Finnish Environment Institute (SYKE) wants to promote a sustainable circular economy by avoiding the disposal of its functional movables as waste. In connection with the acquisition, the gas chromatograph-triple quadruple equipment currently in use by SYKE must be redeemed. Upon redemption, the Supplier shall pick up the device no earlier than three (3) months after the delivery of the new one. A separate deed of sale is made for the sale of the old device, but the price offered must be entered in the price section of the request for quotation. More detailed information on the equipment is given in the appendices to the invitation to tender (Annex 1 and Annex 2).
The offer must also include the warranty period of the equipment (at least 24 months) and commissioning training (at least 16 h immediately after installation) and an option for further training (at least 8 h 6 – 12 months after commissioning) for the client's personnel.
The maintenance contract includes proactive annual maintenance, spare parts and wearable parts, as well as software updates. The price of the maintenance contract should include all possible costs, such as employee pay, daily allowances and travel and accommodation expenses. The date of maintenance visits under the maintenance contract is agreed separately each year.
The equipment is procured for the quantitative analysis of harmful compounds present in the environment, such as PAHs, PBDE and phthalates, from different types of environmental samples. The customer needs of syke's laboratory centre, such as the new types of matrix (e.g. dirty packaging materials, various waste fractions) and a wider range of chemicals that come through the research needs of the circular economy, will change in the near future.
The invitation to tender is only available in Finnish and Annex 4 to the invitation to tender is only available in English, which is delivered to the tenderers upon request. The tenderer shall be responsible for any translation and the costs thereof. Tenders must be submitted in Finnish. In the offer, prices must be indicated without VAT. Partial offers and alternative offers are not allowed. The total price must include an annual maintenance contract for two years. The costs of the maintenance contract must be reported separately by year. Annual maintenance is invoiced annually in connection with the maintenance.
The invitation to tender shall be accompanied by details of the gas, electrical and ventilation connections required by the equipment and other necessary real estate connections.
The selected supplier does not receive exclusive access to the production of services.
