The procurement establishes a dynamic procurement system covering the entire Finnish road network, which can be applied for by submitting an application for participation in accordance with the contract notice. Contractors approved for the dynamic purchasing system are competing for paving and structural improvement contracts. The paving and structural improvement works to be procured include their overall execution on the basis of the contractor's plans, including all work required for their execution, including the preparation and finishing thereof and the procurement of materials and supplies. Quality assurance takes the form of quality responsibility construction.

All of the items to be procured through this dynamic purchasing system will be tendered out on a stand-alone basis between bidders qualified for the dynamic purchasing system 2020-2024, ie DHJ contractors. Each individual assignment will be competed with an annually updated set of documents supplemented by terms and conditions specific to the individual assignment. A single assignment can only contain 1 item or multiple items, or even sets of items. The specific geographic location of the targets, the targets, and the extent of the targets are specified as specifications in the Tender Documents for each specific assignment.

The customer estimates that most of the individual individual orders within the dynamic purchasing system range from EUR 100,000 to 10,000,000. The basis for the award of the tenders shall be determined on a case-by-case basis. The award criteria shall be the lowest price or best value for money, taking into account the benchmarks set out in the specifications for the specific orders.
