The subject of the call for proposals is planning services in the service area § 39 HOAI (outdoor planning including subordinate engineering structures § 43 HOAI) for the project “Langen-Dorf Primary School - New Elementary School and Renovation of Historic Old Building to Hoard Building” project

The town of Weissenfels owns the primary school in Langendorf. The school grounds extend to parcels 388,192 and 117/4 of corridor 2, municipal district Langendorf and is a district of Weissen-Fels. The primary school, consisting of the so-called old building and the new GDR building, is located on the fully developed site with a size of approximately 30,300 m². The old building dates back to the monastery period (1200-1550) and is a listed building and has been reused and redesigned many times. In the years 1975 to 1979, the new GDR building was built with a connection to the old building.

The total GFA of all parts of the building amounts to approx. 3,200 m². The outdoor area to be overplanned is approx. 3,000 m².

The subject of this call for proposals is the allocation of planning services in the service area § 39 HOAI (including subordinate engineering structures § 43 HOAI). The services advertised here are commissioned in stages; for the time being, the performance phase 1 to 4 of the described service specifications is commissioned. The service phases 5 to 9 according to § 39 HOAI are commissioned depending on the confirmation of the planning result of the design planning and the approval planning to be created. There is no entitlement to this further assignment if these conditions are not met.

A compact two-space new building (class 1 to 4) is to be built on the school grounds. After complete completion of the new building, the relocation takes place from the new GDR building. This part of the building is then demolished and the renovation of the historic old building commenced. The old building is to be upgraded as a hoard building for around 165 hoard children. The planning service for demolition is not part of this process and is assigned separately.

As part of the planning services advertised here, the following measures/requirements are to be realised/observed:

- barrier-free design of outdoor facilities in the field of new school buildings,

- creative integration of the dismantling area of the “GDR new building” into the overall design of the existing outdoor facilities,

- it must be ensured that ongoing school operations are maintained during the construction period.

As part of the project qualification, the location and profile views, inventory with measurements and a channel survey were created/carried out.

Total investment costs of approximately €0.8 million gross (KG 500 DIN 276) are available for the project. This budget framework is considered a cost ceiling to which the planning services are to be targeted.

The delivery of the completed service phase 3 and a pro rata LPH 4 (approvable planning) is scheduled for the end of September 2022. The term specified in item II.2.7 refers to this date.

Depending on the availability of the required financial resources by the awarding agency, the planning task and the scope of planning can be modified (scaled/reduced) at any time, geographically, or temporally and supplemented with further measures (e.g. § 47 HOAI).

The awarding authority expects that in the event of an assignment, the project team offered to ensure the scheduling is immediately and fully available. If necessary, an increase in team strength must be ensured to ensure that deadlines are met.
