The aim of this public European tendering procedure is to contract a contractor for the Northern Veluwe Environment Service for the processing of environmental notifications and licensing.
The assignment concerns the assessment of reports Activity decision with follow-up customization as well as optionally dealing with requests for environmental permit.
For the first 3-6 months, there is an additional need for handling reports of debris breakers and closed soil energy systems.
Assignment description
The assignment concerns the assessment of reports Activity decision with follow-up customization as well as optionally dealing with applications for environmental permit, part of the environment, in accordance with described work processes ODNV.
A general description of the process steps and work has been added to this request for quotation. This applies that the relevant data and documents must also be recorded by the contractor in OpenWave, ODNV's business system.
The reports to be handled and permit applications (and accompanying documents) are made available by ODNV via OpenWave. Any additional or missing information such as files, conversation reports and supervisory reports will be requested by the external party from the relevant municipality or a contact person at the environmental service. When drawing up review documents, letters and orders, the templates that ODNV uses are used.
The assignment covers an average of three reports per week. In which, on average, one report needs follow-up customwork* per month, which is therefore picked up by the external party. In total, this assignment includes approximately 150 notifications per year.
One price per hour is quoted and paid, with ODNV assuming an average time investment of 5.5 hours and a maximum treatment time by the contractor of 21 days for the environmental notifications. The treatment time for the follow-up customization is outside these 21 days.
* Common examples of customization include:
The provision for a soil examination to be carried out (in case of a report for changing the establishment and a new/modified soil threatening activity, follows from the substantive assessment of the report);
The establishment of noise regulations based on the municipal noise policy (applies to a specific municipality (Putten) and depends on the area in which the establishment is located and whether a tailor-made decision has been taken before, follows from the substantive assessment of the report);
Prescribing that no fat separator should be used when preparing foods (is at the request of the reporter providing specific data on the activity preparation of foods).

These notifications must have the same hourly rate as the environmental reports described above and the follow-up customization. The treatment time of these reports is also 21 days.
The number of hours and notifications is an indication of the number of hours and notifications per year based on experience. No rights can be derived from these numbers.
Accountability
The contractor reports a minimum monthly on the following topics:
Handled reports/cases
Outstanding messages/cases (indicate which process step it concerns)
Average hours per report, possibly supplemented with details
Work lead times
Points of interest
On an invoicing basis, the contractor shows the number of messages handled, the hours spent, the rate and the total amount. This is supported with a list of the commissioned (outstanding) cases and the completed reports with the time commitment, from OpenWave, supplemented by the time spent, from its own administration.
