The purpose of this contract is to project management assistance for the implementation of a new management of maritime services between Corsica and the French continent as from 1.1.2023.

The services required require legal, technical and financial competences for the contractualisation of public service maritime services between Corsica and the French continent.

The licensee will present a full mastery of Community and domestic law in the transport sector, competition law and public contract law.

In addition, it will need to present an increased knowledge of the levels of internal and Community authorities within the framework of its mission. It will work closely with these bodies in the context of the granting of concessions for maritime services between Corsica and the French continent.

The framework agreement will cover the three phases foreseen in the study, which are:

— phase 1: strategic and organizational project

— phase 2: support from the CDC and the OTC for the finalization of the selected legal framework,

— phase 3: monitoring of maritime concession contracts.
