Oral health care imaging system and archive

The procurement is carried out by means of a negotiated procedure in accordance with section 34 of the Act on Public Procurement and Concession Contracts (1397/2016, the "Act on Public Procurement and Concession Contracts"). The subject matter of the procurement, the requirements set out in the documents and the terms of the contract may change and be specified as the negotiated procedure progresses.

Oy Apotti Ab is a central procurement unit owned by HUS Helsinki University Hospital (43.2%), the City of Helsinki (35.7%) and the wellbeing services counties of Uusimaa (Vantaa and Kerava, Western, Eastern and Central Uusimaa). It is no longer possible to become a shareholder of Oy Apotti Ab and a user of the Apotti system within the framework of the framework agreement under the original procurement agreement after its expiry on 20.4.2020.

The owners of Apotti have now identified a common need for the development of oral health care imaging systems, taking into account the Kvarkki interface (national archive of image materials). The Customer Data Act (section 8, section 52) requires healthcare service providers to start archiving the original images stored by oral health care units in the archive of image materials of the national archiving service (so-called "archives"). Quark) by 1.10.2029. Customer documents created before joining the national archiving service can also be stored in the national archiving service.

The aim is to introduce the system in Helsinki and in the wellbeing services counties of Vantaa and Kerava. In total, there are about 950,000 inhabitants in this area. Later, the use of the system may also be extended to the wellbeing services counties of Eastern Uusimaa and Western Uusimaa, depending on their decisions related to Apotti. These areas have a total population of about 600,000.

The target of the procurement is an oral health care imaging system and an archive. The information system to be acquired must have the capability to store images stored by oral health care imaging devices, like other customer documents, in the Kanta services for the duration of their storage. In this case, they could be displayed or delivered to a person using the citizen's interface.

The key requirements for a new PACS are:

- The system must meet the national requirements of the class A system

- The system must be capable of being integrated into the Epic system operating in the background of Apotti

- The system can be connected to the national image archive

- The system should support the DICOM standard

- It is possible to migrate/convert old imaging studies to the offered repository so that they are converted to the DICOM standard

- The system must support imaging devices currently in use (listing below)

- The system must have sufficiently comprehensive functions also for the radiologist

- It is possible to migrate old imaging studies to the offered repository so that they are converted to the DICOM standard

More detailed functional requirements are described in Appendix 3 and non-functional requirements in Appendix 4.

In addition to the system and archive to be acquired, as well as the implementation of the necessary integrations (e.g. Kvarkki and Apotti), the procurement also includes an implementation project. The shutdown of existing systems is not part of the procurement.

As a rule, the current systems will remain in use, at least initially, for archiving old images. In addition, there will be a joint or case-by-case agreement on archiving old images.

In procurement, Apotti acts as a contracting entity and concludes contracts with the selected supplier. The contract is valid until further notice. The terms and conditions of JIT 2015 are applied to the system procurement in more detail, updated with the (GDPR) JIT 2018 terms and conditions, where applicable.
