Awarding of object planning services of LPH 1-9 according to Part 3 Section 1, §§ 34 ff according to HOAI object planning for the project

Extension of the community school (school campus "Egerstraße") in Weil am Rhein.

The client reserves the right to commission the individual service phases in stages. With graduation

of the contract for the object planning, the LPH 1-3 according to HOAI § 34 are first commissioned. There is no legal entitlement to the transfer of the further or all service phases.

1. Project description

The city of Weil am Rhein intends to commission the project planning services for a new school building on the school campus "Egerstraße" by means of a two-stage VgV negotiation procedure. The first step is to check the suitability of the applicants. Once the group of bidders has been selected, the property planning service is awarded in the second stage on the basis of an offer with a sketch of an idea (see point 2.1).

1.1 Spatial location

The Community School (GMS) is part of the school campus "Egerstraße". In this campus there is also the secondary school with gymnasium, the Markgrafengymnasium and the Upper Rhine Gymnasium. The schools have their own schoolyards in which sports and play facilities are integrated. The campus is adjacent to a green corridor to the north and is an important access route for the adjacent residential development. In the other directions, the campus is surrounded by traffic routes. Residents can cross the schoolyard of the GMS to change quarters.

1.2 New construction / extension

An upstream inspection has shown that the existing building cannot be extended due to static and fire protection conditions. It is planned that the extension will be built on the existing teachers' car park next to the existing GMS building and connected to the existing building as a solitary building.

The GMS borders in the north on the green corridor described above, in which school containers are currently set up to alleviate the lack of space at the school, which has grown from 3 to 4 trains. These school containers will be removed when the extension is put into operation, and the areas are included in the space program of the extension. Part of the green corridor is also a stand of beech trees to be protected, whose roots must not be exposed to any pressure load. This tree population borders the teachers' parking lot to the west of the existing GMS building. This is also where the secondary access for the teachers is located. To the south is a small playing field, which is embedded in a green area. This serves as a school garden and faces the street. To the east is the main entrance with the schoolyard assigned to the school. A bicycle cellar is the boundary to the schoolyard of the secondary school (see map).

In 2023, the planning team is to be commissioned and at least LPH 1 to 3 will be carried out. Ideally, approval planning (LPH 4) can already be carried out in parallel with the B-Plan amendment procedure. The start of the construction project is scheduled for the 2nd half of 2024.

The following space program is already available and is primarily intended to cover the need for specialist rooms. The rooms must comply with the provisions of the school building guideline in terms of their equipment and organizational allocation.

1.3 Requirements for the building and its surroundings

The client wants a building that, in addition to the specified functions, makes optimal use of solar gains in winter through its energetically passive orientation as well as through its structural design and ensures a comfortable indoor climate without active cooling in summer. For this purpose, the building uses e.g. thoughtfully arranged storage masses. Shaded recreation areas should be arranged in the adjacent area in order to be able to provide the school with additional play and recreation facilities in the summer heat. The building can be connected to the existing local heating network of Stadtwerke Weil am Rhein. In the community school, there is also a connection to the self-supply of electricity by means of existing CHP units. A KfW 55 building standard is to be provided. The construction of the building in modular construction is to be examined.

The existing beech area and the maple tree exposed to the parking area must be permanently and effectively protected during the construction project. The preservation of these trees must be guaranteed. Furthermore, a solution is desired to compensate for the loss of teacher parking spaces on the building site (possibly at ground level under the building).
