With this tender, the municipality of Amsterdam, together with the municipality of Diemen, Uithoorn and Ouder-Amstel (together DUO municipalities), wants to take the next step in the further development of municipal youth systems. To this end, the municipalities are looking for partners who contribute their experience and expertise in the field of (highly) specialized youth aid through a joint assignment and responsibility.
This tender should lead to the conclusion of six-year framework contracts. With this, the municipalities aim to enter into a long-term relationship with so-called “core partners” who put the needs of the client first, can organize help that extends beyond their own organizational boundaries and that, together with the municipalities and the chain partners, including referrers and local teams, design the desired further development.
The following activities are part of this tender:
- providing all forms of (highly) specialized youth assistance that fall under the current segment C; (highly) specialized outpatient support, day care, foster care, family homes, closed youth care and other accommodation facilities. This also includes the heavy forms of (highly) specialized residential facilities, unless national developments or (supra) regional developments require to purchase (parts of) these separately,
- providing specialist youth assistance in Special Education (SJSO),
- making a proactive contribution to the further development of the social domain,
- annually determining the exact scope of the mission of the core partnership in consultation with the municipalities,
- determining the size of the associated task-oriented budget in consultation with the municipalities.
