The sea lock in the harbour of the city of Papenburg ensures sea, inland and recreational shipping and went into operation in its current form in 1975. With external water levels ranging from +2.50 mN to -1.50 mNN, an average of 2000 ship locks are carried out per year. The structure must ensure the operation of the locks and the safety of the dike at all times. For this purpose, the sea lock is to be rebuilt in stages (previously 3, now 2 construction stages). In the present 2nd stage, the Binnenhaupt is to be rebuilt. According to a preliminary cost assumption, the construction costs for the 2nd construction phase amount to a total of € 30 million gross. The planning services required for this purpose are the subject of this invitation to tender
In order to achieve the project goal - the new construction of the inland head of the sea lock in Papenburg - the following planning services are required, which are the subject of this tender:
- Object planning of engineering structures in accordance with § 43 HOAI in conjunction with Annex 12, No. 12.1;
- Structural engineering in accordance with § 51 HOAI in conjunction with Annex 14, No. 14.1;
- Planning of technical equipment (plant groups 1, 4, 7 and 8) in accordance with § 55 HOAI in conjunction with Annex 15, number 15.1;
- Object planning for outdoor facilities in accordance with § 39 HOAI in conjunction with Annex 11, No. 11.1;
- Accompanying landscape conservation planning in accordance with § 26 HOAI in conjunction with Annex 7;
- Special/additional services: EIA preliminary assessment, expert contribution under species protection law, FFH compatibility assessment, optional: on-site construction supervision of civil engineering structures as a special service in accordance with HOAI Annex 12, Section 12.1 to § 43.
The assignment is carried out successively and gradually for each service profile. The successful bidder will therefore first be awarded the contract for the services in accordance with the first performance level. As explained in more detail in the contract, the other performance levels will be called up according to the project requirements. There is no entitlement on the part of the bidders to commission the further service levels.
